CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />MINUTES - MEETING OCTOBER 23./,1986 <br />ROLL CALL: <br />The regular meeting of the North Olmsted Ciyil.Se.ryice Commission was called <br />to order at 7:50 P.M. by Chairman, Mark..Musial, <br />In attendance: Mark. Musial, Chairman, Robert Wendt, Patrici4 Baha', Commissioners, <br />Also In attendance Mr. James Kline, Qi,rector of.Pe:rsGnnel.,, Nor:th,:Ol,'riated City <br />Schools. Minutes of the meeting taken'by Peg Hill, Secretary, <br />DISPOSITION -OF MINUTES'OF PREVTQUS MEETING:, <br />Approved as submitted. <br />CORRESPONDENCE; <br />To be reviewed at close of meeting. <br />NEW BUSINESS <br />Mr. Musial suggested, Mr. Kline address the Commission;. <br />Mr. Kline stated that under the recently negotiated contract between the. North. <br />Olmsted City Schools and the local union, OAPSE, Chapter.#257, taking into <br />consideration Section 4117.10 of the Oh-io.Revised Code, one item mutually <br />agreed upon, and part of the negotiated contract, was binding arbitration <br />(the employee cannot present a grievance to th.e'Ci.vil.Servi;ce Commission, <br />but could"use a formal grievance procedure, or the courts,). <br />Mr. Kline requested consideration be given to.a change in classification <br />of three positions: Head Cook.; Asst; Head Cook'and Secretary I, at the <br />high school. Also for discussion was a possible test of the Mechanic <br />in the Transportation Department..of the schools., <br />In relating the -duties of the secretary at the high school with respect <br />to the confidentiality and work load involved it was felt.the.classification <br />should be changed from a testable Secretary I position to that of Adminis- <br />trative Secretary, which is non -testable. In response, the Commission's <br />decision was to allow the secretary to retain the present classification <br />until such time.it becomes vacated and before another candidate assumes <br />this position we would meet again to discuss the job description with <br />respect to a change of classification. <br />With respect to the position of bus mechanic, as stated in a -letter to the <br />Commission dated September 3, 1986, Mr.. Kline 'requested consideration be <br />given to.the possibility of a suitable test perhaps similar to the testing <br />criteria for certification of the school bus driver. <br />
