1 .. <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />CIVIL SERVICE MEETING - OCTOBER 27, 1988 <br />Present: Commissioners: Madeline Brookshire, Thomas Stroh, Robert <br />Wendt, Secretary, Peg Hill. <br />Guest: Ken Mues, NOMBL Supervisor, Ed Varga, Maintenance Supv. <br />Minutes of the previous meeting approved as read. <br />Regular business meeting set aside to accomodate the NOMBL personnel. <br />Mr. Mues referred to the letter sent him by the commission dated July <br />25, 1988 with reference to an in-house test for the position of <br />equipment servicer. Mr. Mues, along with the mechanic, felt that a test <br />was not necessary for this position as only one man held this title and <br />generally they conduct an interview in which Mr. Varga through <br />questioning determines their general knowledge for the job. Mr. Wendt <br />stated that giving an in-house test was was requested of the <br />administration at the schools for their position of bus mechanic. The <br />commission acknowledged that most of the mechanic expertise was on the <br />job training, and not a "paper 'n pencil" test. This type of testing <br />done in-house up -der supervision and verified by the supervisor stating <br />he was qualified to do the job. The commission needs to have a copy of <br />the type of test administered to the servicer by the supervisor or head <br />mechanic. This could be a check -off system of testing which would be <br />acceptable with the commission as long as somewhere along the way the <br />commission receives some written documentation that this type of test <br />was given. The testee should be given a 90 -day period before being <br />evaluated on the type of job he is doing for the department. <br />Mrs. Brookshire suggested to the supervisor that on the job descriptions <br />it would be helpful if they could develop the minimum job descriptions <br />whether they be educational or training, etc. as that falls in line with <br />the initial hiring and meeting some of the requirements after the end of <br />the probationary period. Commissioners assured Mr. Dues, after his <br />request, that a copy of the test as given previously would be forwarded <br />to him for his review. Mr. Mues stated he would, if permissable, refer <br />to some of the guidelines as :met by RTA. Commissioners agreed that <br />would be equitable. Commissioners thanked the NOMBL personnel for <br />attending. <br />Test materials and Rules & Regulations: <br />Mr. Wendt reported he was not finished in his review of the testing <br />materials forwarded to the commission by the various testing companies, <br />Mr. Stroh stated he reviewed the rules & regulations as notated by Law <br />Director Gareau and the commissioners took the time this evening to go <br />over the rules, as revamped. Revised rules & regulations will be ready <br />for print at the end of 1988. <br />(con' t) <br />
