CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />NORTH OLYSTED CIVIL SERVICE COMMISSION - MARCH 23, 1989 - 4:30 P.H <br />Present: Thomas Stroh, Chairman, Robert Wendt and Madeline Brookshire, <br />?Members, Peg Hill, Secretary <br />Guests: Police Chief ?Marsh, Sergeants: Mason, O'Toole, Ruple. <br />Minutes of the last meeting approved as distributed. <br />The regular business portion of this meeting was set aside to <br />accommodate the questions raised by the Police Sergeants, Mason and <br />Ruple in a letter forwarded to the commission dated March 10, 1989. <br />M.r. Stroh viewed the correspondence received from the above Sergeants <br />and he felt there were three areas of concern, first one being should <br />there be a tie score—Mr. Stroh felt this was the same as covered on <br />page 7 of the Rules and Regulations. However, upon investigation he <br />found that promotional tests differed from initial employment exams in <br />respect to seniority being the determining factor in promotional exams.. <br />Should the seniority be identical the order of priority shall be <br />determined by a toss of a coin. (refer to Promotional examinations in <br />Rules & Regulations). Second question raised - a candidate was <br />permitted to leave the room for several minutes unaccompanied and un- <br />supervised. Mr. Stroh stated that when nature calls you answer. There <br />is no way in the world that the commission can escort anyone to the rest <br />room. By example Mr. Stroh stated that approximately 150 candidates <br />took the Firefighter exam and the commission presumed that the candidate <br />would be honest enough to visit the restroom without having a Crib Sheet <br />with them, just leave and return, then continue on with the test. The <br />commission does not make it a policy to monitor what goes on in the rest <br />rooms, or wherever the person wanders to, as this letter does not state <br />where the candidate went. Mrs. Brookshire stated that usually they are <br />gone for just a few minutes; however, if they were absent from the test <br />area for fifteen minutes we would go after them. Third question was - <br />acandidate recognized twenty-five questions previously asked on the 1.987 <br />Sergeant examination. We contract with McCann Associates, a private <br />testing services, but the commission has no input in the make-up of any <br />of the various tests. We may change testing services, that would be our <br />prerogative to do so, but in the draft of the exam we have no juris- <br />diction. Sgt. Ruple inquired if anyone checked with McCann to see if <br />there were repeat questions, and if so, how many. Commissioner Wendt <br />responded that he had checked with McCann and found out there were <br />twelve questions on the exam that were shown on the Sergeants test. <br />Sgt. Mason mentioned that was an excessive amount. However, Hr. Wendt <br />related the testing company representative would send the commission a <br />letter stating how this test would be scored, the scaring was on the <br />goad side with two of the candidates getting all.twelve of these <br />questions correct and the other candidates getting nine of the twelve <br />correct. <br />-continued on page 2 - <br />
