CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />MINUTES - FEBRUARY 23,1998 <br />7:30 P.M. <br />I. ROLL CALL: <br />THE REGULAR MEETING OF THE CIVIL SERVICE COWVIISSION OF FEBRUARY 23, 1998 <br />WILL NOW CONP4ENCE.... PRESENT ARE: <br />Chairman Cummings, Commissioner Zolar, Commissioner Thomay, Police Chief Ruple, Fire Chief <br />Osterhouse, and Clerks Any Cornish, and Donna Rote. <br />II. DISPOSITION OF MINUTES: Any additions or corrections to the minutes of January 19, 1998. <br />E. Cummings motioned to approve the minutes of January 19, 1998, seconded by L. Zolar and <br />unanimously approved. <br />III. REPORTS: <br />A) There were 6 correspondences received and sent. The Secretary read through the <br />correspondences list. For a complete list of such correspondences, please see list attached to end <br />of minutes. There was a discussion concerning the fourth correspondence dated February 9, 1998, <br />Mr. Cummings indicated there is no need to discuss who the candidate is or the cause for removal <br />unless the candidate appeals the decision. Mr. Cummings moved to remove this candidate and <br />include a 14 day response time in the letter which should be sent certified. the motion was <br />seconded by J. Thomay and unanimously approved. <br />The board members requested that the secretary make a note that the 14 day response time should <br />be added to the Civil Service hand book the next time it is reviewed. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />A) The Police Sergeants Written test was held on January 10, 1998. Clancy & Associates <br />administered the examination. The results were revealed at the January 19, 1998 Civil Service <br />meeting. The police officers that participated were notified of their results and given the <br />opportunity to review/protest the written examination. Civil Service received a protest from <br />Patrolman Holly regarding the procedures for the Police Sergeants examination. Four protests <br />have been received pertaining to the written examination. Protests pertaining to the written test <br />have been submitted to Clancy and Associates for evaluation and based on that evaluation the <br />commission will have to make a decision on the protests. Mr. Cummings moved to reject <br />Patrolman Holly's protest on the grounds that 1VIr. Holly was given written notification along with <br />all other candidates taking the test as to when the extra credit would be applied. the motion was <br />seconded by J. Thomay and unanimously approved. Mr. Cummings instructs the secretary that she <br />will need to send written notice to Patrolman Holly on the commissions decision. Mr. Cummings <br />moved toagree with the Clancy and Associates findings that question #115 protest be approved, <br />and the protest on questions #153, 172, and 180 be denied. the motion was seconded by L. Zolar <br />and unanimously approved. In the framing of the motion, Mr. Cummings recommended next time <br />a protest is made on a written test question, the commission members be given a copy of the <br />_ question being protested as well as the test company's findings. Police Chief Ruple asked if it was <br />the intention of the commission to have all the tests re -graded for test question #115. The <br />secretary informed Chief Ruple that she had gone <br />
