>4 <br />CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MADE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES - OCTOBER 19,1998 <br />7:00 P.M. <br />I. ROLL CALL: <br />Chairman Cummings called the meeting to order at 7:00 P.M. <br />PRESENT ARE: Chairman; E. Cummings, Commissioners L. Zolar, and J. Thomay. <br />ALSO PRESENT: Fire Chief Osterhouse, Police Captain Whelan, and Clerk of Commissions Rote. <br />II. DISPOSITION OF MINUTES: E. Cummings motioned to except the September 21, 1998 minutes <br />as written. The motion was seconded by J. Thomay, and unanimously approved. <br />III. REPORTS: <br />A) There were 17 correspondences received and sent. E Cummings moved to except the <br />correspondences as submitted. The motion was seconded by L. Zolar, and unanimously approved. <br />IV. OLD BUSINESS: <br />A). The law Department has reviewed the boards recommended wording for Rule III section 8 <br />paragraph (d), and has submitted a recommendation as to how paragraph (d) should be written. <br />The board members will need to review the new wording and address the changes accordingly. <br />Mr. Cummings asked the clerk to read aloud the law departments recommended wording. (A <br />copy of the law departments recommendation is attached to the back of the minutes). <br />Mr. Cummings summarized the reason for changing the wording to Rule III section 8 paragraph <br />(d) of the Civil Service hand book. We received opinions from both the Police department, and <br />the Fire Department on how they felt Seniority points from other departments should be <br />handled. After going over the responses to our memo the board has chosen to not allow <br />seniority points from other departments, or municipalities, every officer will start out the same. <br />Mr. Cummings asked if Chief Osterhouse or Captain Whelan had any comments on the issue <br />they would like to address. Both Fire Chief Osterhouse and Captain Whelan indicated that their <br />departments agreed with the board members on not allowing Seniority points from other <br />departments or municipalities. <br />E. Cummings motion to except the wording from the law department as written and for the <br />wording to be added to the Civil Service hand book Rule III section 8 paragraph (d). The <br />motion was seconded by L. Zolar, and unanimously approved. Note: in the framing of the <br />motion Mr. Cummings indicated he would like the clerk to distribute the new page to everyone <br />who has a Civil Service hand book, and to also distribute the new page regarding paying a fee <br />for copies of Civil Service minutes. <br />A). An Application for Civil Service Commissioners County Association renewal has been received <br />for the 1999 year. The board members need to decide whether or not they would like to renew <br />their membership. Regular Membership dues are $25.00 (each) per year. <br />
