CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />MINUTES—APRIL 17, 2000 <br />7:00 PM <br />I. ROLL CALL: <br />The meeting was called to order at 7:00p.m. <br />PRESENT: Chairman J. Thomay and Board members L. Zolar and P. Farrell. <br />ALSO PRESENT: Fire Chief Bak and Asst. Civil Service Secretary K. Fallon <br />I. DISPOSITION OF MINUTES: The Civil Service minutes of March 20, 2000 have <br />been submitted for approval. <br />J. Thomay motioned to approve the minutes of March 20, 2000 as written. The <br />motion was seconded by P. Farrell and unanimously approved. <br />III. REPORTS: <br />There were 7 correspondences sent and received. <br />J. Thomay motioned to accept the correspondences as received. The motion was <br />seconded by L. Zolar and unanimously approved. <br />IV. OLD BUSINESS: <br />P. Farrell motioned to accept amendments to Chapters I and II, as written. The <br />motion was seconded by J. Thomay and unanimously approved. <br />IV. NEW BUSINESS: <br />The Board needs to review RULE 1, 2 and 3 of the Civil Service Handbook. <br />Rule 1: Section I(c) Notice of entry-level examinations: Mr. Thomay indicated he <br />would check with Chief Ruple and the Law Department to see if hiring from an <br />expired list is legal. Chief Bak indicated he would be concerned with using an <br />expired list, as when you get farther down the list, the less eligible candidates there <br />will be. He suggested he would rather wait until another list is established to hire <br />from. Rule II: Section 2: Nature of examination: Mr. Thomay indicated he would <br />check with Chief Ruple on equality of manual skills amongst candidates. Mr. <br />Farrell indicated that with the last Lieutenants Promotional Exam, one of the <br />candidates had past experience with an area in which the other three candidates did <br />not have. He indicated that the Chief of Police and Fire, should be able to look at <br />the exam previous to giving the exam to rule out inequality on what is being <br />tested. A paragraph needs to be added addressing the Promotional Exams in this <br />section. Rule II Section 3: Vision Standards: Mr. Thomay suggested this section is <br />not written correctly and that a consultation with an eye doctor would be wise. <br />
