CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION SPECIAL METING <br />MINUTES — DECEMBER 19, 2002 <br />COUNCIL'S CONFERENCE ROOM <br />1:30 PM <br />I. ROLL CALL: Chairman Thomay called the meeting to order at 1:35 p.m. <br />PRESENT: Commissioners, J. Thomay, P. Martin, and R. Giesser <br />ALSO PRESENT: Civil Service Secretaries, D. Rote, and A. Kilbane <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated October 10th and October 28th 2002 have been submitted for approval. <br />Mr. Thomay indicated there should be changes to the October 22nd minutes. He said on the second page, <br />under 3 a., the last sentence should read "if Ramsey & Associates could not meet the Commission's <br />deadline. He said that on page 3 under V. the third line from the bottom should read "hiring freeze." <br />f the October 22nd meeting with the corrections and to <br />J. Thomay made a motion to approve the minutes o <br />approve the minutes of the October 28th meeting as submitted. The motion was seconded by R. Giesser <br />and unanimously approved. <br />IIl. REPORTS: <br />There were 10 pieces of correspondence received and 10 pieces of correspondence sent out or submitted. <br />J. Thomay made a motion to approve the correspondence report. The motion was seconded by R. Giesser <br />and unanimously approved. <br />IV. OLD BUSINESS: <br />Commissioners need to certify the results of the Fire Chief promotional examination. <br />Mr. Thomay reviewed the results for each candidate. The first candidate scored 104 out of 120 on the <br />written. The third candidate scored 104 on the written, the second candidate scored 100, and the fourth <br />candidate scored 100. He said the first candidate scored 89.37 on the oral assessment. The number three <br />candidate had 78.12, the fourth candidate was 74.37, and the second candidate was 61.23. He said putting <br />a 60/40 ratio to the tests, with the oral test counting for 60%, and after adding in seniority and efficiency <br />points as in accordance with the rules and regulations of the Civil Service Commission, the number one <br />ranking candidate is Tom Klecan. Mr. Klecan had a total score of 110.46. The second highest scoring <br />candidate was Ed Robertson with 93.62. The third ranking score belonged to Scott Bartko at 89.31. The <br />fourth score was for Jim Dunwoodie at 80.24. Mrs. Martin asked if the ranking will stay the way it is. <br />Mrs. Rote indicated the current ranking could possibly change because of the protest period. She <br />explained there are letters ready to go out to the candidates indicating the results have been certified by the <br />commission and they then have ten days from the post marked date to contact the civil service office to <br />file a protest or review the tests. Mrs. Giesser asked about page five of the Ramsey fax. She said it lists <br />fire chief assessment center scores only and pointed out the word failed is used there. It was her belief <br />that it would be both test scores combined that matter. Mrs. Rote indicated that that candidate did not fail. <br />She said according to Ramsey's usual testing, a candidate must have 70% to pass the oral test. She said <br />that the board instructed Ramsey & Associates that even if a candidate did not score 70% on the oral test, <br />it would be their combined score that matters. Mrs. Rote then reviewed the information that will be sent <br />to the candidates in the certified letters. The letters will indicate the passing score as set by the <br />commission and it breaks down to the final score and ranking. The candidates will also receive a copy of <br />Rule IV Scoring, Protests, and/or Inspection of Examination Papers. This information instructs them on <br />
