CITY OF NORTH OLMSTED <br />"TOGETHER WE CAN MAKE A DIFFERENCE!" <br />CIVIL SERVICE COMMISSION <br />SPECIAL MEETING <br />MINUTES <br />APRIL 26, 2004 <br />I. ROLL CALL: <br />Chairwoman Giesser called the meeting to order at 7:05 p.m. <br />PRESENT: Chairwoman R. Giesser, Board members M. Ubaldi and W. Hohmann. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Fire Chief Klecan, Assistant Fire Chief E. <br />Robertson, and Civil Service Secretary D. Rote. <br />II. DISPOSITION OF MINUTES: <br />III. CORRESPONDENCE: <br />An e-mail was sent to all Directors, Managers Division Heads and secretaries requesting a listing of all <br />employee activities for 2003, i.e. New Hires, retirements, terminations/, resignations, promotions, demotions, <br />layoffs, and suspensions. <br />IV. OLD BUSINESS: <br />1. Continued discussion of the Police and Fire entry-level sections of the Civil Service Handbook. <br />Ms. Giesser indicated that the board would not motion on any rule changes but would review the suggested <br />wording as it was found that the handbook does not allow changes at special meetings. In the wording of the <br />changes the board would rather use the word "shall" rather than "must". The age requirement will be in <br />accordance with State Code as well as all entry-level requirements. The commission will require a copy of <br />each candidate's paramedic certification card be received in the application packet. Discussion regarding the <br />number of candidates that will be tested and number of applications handed out took place. Discussion <br />regarding what is required in an application and completeness of applications took place. The commission <br />was advised that State law does not compel the commission to allow a protest period on an entry-level test. <br />Discussion regarding vision requirements took place. The law Department will work on final wording for <br />protest periods, age requirements, vision requirements and agility wording. The clerk will submit additional <br />changes to proposed changes for the handbook for the next meeting. <br />2. Finalization of the State Personnel Board of Review Report. <br />Ms. Giesser advised the clerk to make sure all the names listed were accurate before submitting the report. <br />R. Giesser motioned to approve the Ohio State Report as written. W. Hohmann seconded the motion <br />which was unanimously approved. <br />V. NEW BUSINESS: <br />Chairwoman Giesser indicated that the commission would wait until the handbook revisions are completed <br />before addressing any testing issues. <br />VI. ADJOURNMENT: <br />Chairwoman Giesser moved to adjourn the meeting. M. Ubaldi seconded the motion which was unanimously <br />approved.
