CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />OCTOBER 18, 2004 <br />MINUTES <br />ROLL CALL: <br />Chairwoman Giesser called the meeting to order at 7:00 p.m. <br />PRESENT: Chairwoman Giesser, Board members; M. Ubaldi and W. Hohmann <br />ALSO PRESENT: Assistant Law Director B. O'Malley and Civil Service Secretary D. Rote. <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated September 20, 2004 have been submitted for approval. <br />R. Giesser moved to approve the Civil Service minutes dated September 20, 2004 as written. <br />M. Ubaldi seconded the motion, which was unanimously approved. <br />III. CORRESPONDENCE: <br />There were (2) pieces of correspondence received and (1) correspondence sent out by Civil Service. <br />IV. OLD BUSINESS: <br />Mrs. Giesser reviewed that a few police officers from Cleveland have questioned original <br />appointment meaning to this department or in general. Assistant Law Director O'Malley was asked <br />to be ready to address age issue when the commission reviews the application packets. The clerk <br />advised the commission that the testing company has not provided study guides to the City as of yet <br />and applications have been picked up and returned. The commission advised the clerk to mail those <br />candidates who have turned in applications study guides when they are received. The commission <br />discussed the cost of mailing the study guides and whether or not they should be sent first class -or <br />certified. <br />A: Continue reviewing Civil Service Handbook for updates. <br />The commission discussed Rule III Section 8 regarding promotion efficiency, evaluations and <br />seniority points in detail and advised the clerk to place the issue on their docket for December 20, <br />2004. A brief discussion regarding state law versus local law and codified code requiring the <br />commission to follow state law. The clerk was asked to try to find earlier versions of Civil Service <br />Handbooks so the commission could see how and when some of the requirements were added over <br />the years, tools place. <br />B: Review of North Olmsted position classifications. <br />The commission discussed getting back to addressing classifications and decided to review the <br />process in the beginning of 2005 after the Entry -Level tests and the handbook are completed. The <br />commission will review their documentation and start addressing how they would like to handle <br />clarifying classifications at their December 20, 2004 meeting. <br />V. NEW BUSINESS: <br />VI. ADJOURNMENT: <br />R. Giesser moved to adjourn the meeting. M.
