City of North Olmsted, Charter Review Commission Meeting Minutes <br />Wednesday, June 11, 2008 <br />In attendance: All members are present except Daniel Rahm <br />v A <br />Michael Gareau <br />, WfP <br />4 a <br />George Nashar <br />�� 28 7(18 <br />John Thomay <br />Tim Roshetko <br />j h 'ES <br />t. <br />Jennifer Ontko <br />Lou Brossard <br />Call to Order at 7:05 Wednesday, June 11., 2008 by Mike Gareau. Agendas and materials <br />were distributed to everyone. <br />Approval of Minutes: <br />Mr. Nashar makes a motion that minutes are passed as distributed. <br />Mr. Thomay seconds the motion <br />Unanimous agreement. <br />Motion passed <br />Discussion of proposed Charter Amendments: <br />Mr. Gareau suggests that we get audience participation and then discuss as a committee. <br />Ordinance No. 2008-69 <br />- - This proposalis. make the.Fire Chief .no longer classified,as-.civil service and. will. be. <br />appointed by the Mayor. <br />Lisa Thomas the Director of Public Safety has prepared a statement to read in favor of <br />adopting this ordinance. Her observations are that good management -is riot on the same <br />par as emergency response. Fire fighters emphasis is on emergency response not good <br />management. Police are more disciplined and follow the rules. One example is failing to <br />implement legislation enacted by city council and the total lack of discipline is another. <br />Solon and Middleburg Heights appoints their Fire Chief. Appointment does not preclude <br />insiders from applying. The goal is to find the candidate who can manage effectively. <br />The number of fires is going down while EMS response increases. She gave an example <br />where experts from homeland security led a training session in our city back in May. <br />They stressed that the most experience leader in an emergency should lead, which is <br />usually not the Chief. <br />Michael Ubaldi is the Chairman of the Civil Service Commission. He does not have <br />strong feelings.one way or the other, he just wants to clarify by asking questions and <br />understand the motivation for the amendment. He would like more concrete examples. <br />
