r <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - AUGUST 18, 2008 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:03 p.m. <br />PRESENT: M. Ubaldi, B. Hohmann and K. Zolar <br />ALSO PRESENT: Human Resources Director C. Farver, Service Director D. Limpert, WWTP <br />Superintendent S. Schlemmer, WWTP Assistant Superintendent T. Rice, WWTP Systems <br />Supervisor J. Auner, Firefighter D. Boatman, Assistant Law Director B. O'Malley, Civil Service <br />Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated duly 21, 2008 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 10 items of correspondence received and 4 items of correspondence sent out by the <br />Civil Service Commission. <br />A memo from Police Chief Wozniak and a letter from Ramsey & Associates were circulated before <br />the meeting. <br />Police Chief Wozniak has two (2) objections to the current language used in Rule II1. Historically <br />the State had changed the O.R.C. 124.45 to have the time in service raised from 24 or 36 months up <br />to forty-eight (48) months. When the rules were being examined by the Commission, the <br />suggestion was to be consistent with both Police and Fire; State Law remains at twelve (12) months <br />time and service for Police and the Firefighters had gone to forty-eight (48) months. There was a <br />request previously by the Safety Director regarding probationary periods following a promotional <br />appointment. The previous rules did not address a probationary period. A suggestion was made on <br />page 7 of the new rules in Section 3 "... who have served at least thirty-six (36) months in the next <br />lower rank, not including probationary period..." read "... who have served the twelve (12) month <br />probationary period..." A general discussion followed regarding the probationary periods for <br />Police and Fire. The Chairman suggested he can amend the rule and discuss it at the next meeting. <br />The second objection is the Efficiency Rating for "Meets Expectations." The current rule indicates <br />zero (0) extra credit points. A general discussion commenced concerning the extra credit point. <br />Mr. Ubaldi made a motion to amend Rule III, Section 7d, Efficiency Rating (M) Meets <br />Expectations be listed at one (1) point. Mr. Hohmann seconded the motion and unanimously <br />approved. <br />
