CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — APRIL 20, 2009 <br />7:30 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:32 p.m. <br />PRESENT: M. Ubaldi and B. Hohmann <br />ALSO PRESENT: Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated March 16, 2009 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />There were 2 items of correspondence received and I items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />Rules and Regulations Handbook <br />The Chairman will continue to work on the Rules and Regulations handbook and hopes to review it <br />next month. <br />V. NEW BUSINESS: <br />There is another item that is not on the agenda but warrants some attention. There is an Equipment <br />Operator position at the Waste Water Treatment Plant that is now a license 3 and will receive <br />additional compensation because of the license. It is the Commission's obligation to designate the <br />position as classified or unclassified. The Chairman indicated that the Commission needs to request <br />from the Service Department a job description for Equipment Operator 3 and based on that job <br />description and using key words such as skilled, laborer or semi -skilled or whether or not it requires <br />special skill or training experience the Commission can then make the most informed determination <br />regarding the classification. The Chairman indicated that a Laborer C does require a valid <br />commercial driver's license but the Commission considers it unskilled because of the primary <br />description of the position and it is better to wait for the Waste Water Treatment Plant to define the <br />position. <br />Mr. Ubaldi made a motion to request from the Service Director a job description for <br />Equipment Operator 3 [and Equipment Operator 2] that will allow for the Civil Service <br />
