f. <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — OCTOBER 18, 2010 <br />7:30 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7,25 p.m. <br />PRESENT: M. Ubaldi and J. Barrett <br />ALSO PRESENT: Public Safety and Service Director C. Ritenauer, Asst. Law Director B. <br />O'Malley, S. Barrett, and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated March 30, 2010, May 17, 20.10, and June 7, 2010 have been <br />submitted for approval. <br />The Commission has minutes from March 30th, May 17th and June 7th meetings and will be tabled <br />until the next meeting. The motions that were made at the last meeting and carried are in effect <br />even though the minutes have not been submitted for approval yet. <br />III. COMMUNICATIONS: <br />There were S items of correspondence received and 47 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Discuss Position of WWTP Licensed Operator <br />The Commission received correspondence from the Safety/Service Director regarding an <br />"Exceptional" appointment for an Operator III at the Waste Water Treatment Plant. A <br />recommendation to start off with would be to allow a "Temporary" appointment. A discussion <br />commenced regarding previous correspondence from the Waste Water Treatment Plant <br />Superintendent involving the Equipment Operator position. All Equipment Operators must obtain a <br />Class I license within a year. Regardless of the license, I II or III, the job description is the same; <br />the only difference is the monetary compensation. Ramsey and Associates have conducted tests for <br />these positions in the past. <br />Anyone with a License III could apply for the Licensed Operator position. A general discussion <br />followed regarding a Licensed Operator III duties versus a Class III Sludge Handler, Class III <br />Equipment Operator, Class III Licensed Operator duties. Mr, Barrett has held that classification <br />both with North Olmsted and another municipality. When Mr. Barrett received his Class I <br />certification, he was classified under Civil Service and did not take a test. The testing by the <br />advisory board of examiners and the Ohio EPA was declared sufficient. For a Class III license you <br />
