CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — DECEMBER 13, 2010 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:00 p.m. <br />PRESENT: M. Ubaldi, K. Zolar, and J. Barrett <br />ALSO PRESENT: Asst, Law Director B. O'Malley and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated September 20, 2010 have been submittedfor approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Barrett seconded and <br />unanimously approved. <br />II1. COMMUNICATIONS: <br />There were 8 items of correspondence received and 157 items of correspondence sent out by the <br />Civil Service Commission. <br />The Commission received a request from the Safety/Service Director to certify the top seven (7) <br />names on the Entry -Level Patrol Officers eligible list for a vacancy created by a Patrol Officer that <br />will be retiring in February, 2011. There are no changes on the eligible list and the Commission is <br />waiting on agility certifications. If candidates do not submit their agility certification, they will be <br />removed from the list. <br />Mr. Ubaldi made a motion that the Civil Service Commission certifies the following names <br />and forward copies of their applications to the appointing authority: Steven Kopniske, <br />Lawrence Zakrajsek, Jr., Jonathan Hayes, Ryan Gaydosh, Jeff Golem, Nicholas DiOrio and <br />Anthony Gregory. Mr. Barrett seconded the motion and unanimously approved. <br />There is an issue of a candidate on the Entry -Level Patrol Officer examination that attends school in <br />Toledo but resides in North Olmsted. The candidate wrote his Toledo address on the application <br />and sent in his transcripts from North Olmsted High School with no letter after he received his <br />results. A general discussion commenced regarding ranking, extra credit, proof of residency. The <br />application packet states that residency proof would be required but was not stated on the actual <br />application. The candidate checked off on the application that he is claiming residency. In general <br />if people do not follow the rules the Commission either disqualifies or disallows. It was decided <br />that the candidate will not receive extra credit because it is after the fact. A general discussion <br />followed regarding amending the rule. The rule states "Credit for residency in North Olmsted shall <br />be awarded to eligible entry-level candidates, subject to satisfactory proof of North Olmsted <br />residency upon presentation of property, utility, or state licensing records by the candidate" and <br />goes on to address the five years residency. The rules already reflect the language that the <br />Commission needs. <br />
