CITY OF NORTH OLMSTED SPECIAL CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES - JULY 69 2011 7:00 P.M. I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:00 PM PRESENT: M. Ubaldi, K. Zolar and J. Barrett ALSO PRESENT: Human Resources Director C. Farver, Police Chief J. Gallagher, Police Lieutenant M, Kilbane, K. Kilbane, S. Barrett, Assis#ant Law Director B. O'Malley, and Civil Service Secretary D. Eccleston II. DISPOSITION OF MINUTES: III. COMMUNICATIONS: IV. OLD BUSINESS: Promotional Examination for Police Captain The Commission received results for the Promotional Police Captain Examination held on Wednesday, June 29, 2011 and will create an eligible list and certify the highest ranking candidate to the appointing authority for the vacancy. Ranking 3rd with a score of 101.46% is Robert Flynn; ranking 2nd with a score of 107.22% is Ronald Cox; and ranking 1" with a score of 108.69% is Michael Kilbane. Mr. Ubaldi made a motion that the Commission create an eligible list to last for a period of two (2) years and certify the name of Michael Kilbane to the appointing authority. Mr. Barrett seconded the motion and unanimously approved. Entry Level Examination for Licensed Operator I The Commission has only received four (4) applications for the Entry -Level Licensed Operator I examination and Rule VII, Section 6 of the Civil Service handbook prevents the Commission from maintaining an eligible list for the entry-level position with less than seven (7) people. The Commission will cancel the examination and then move to declare that position subject to exceptional appointment and allow the appointing authority to select a candidate at their own discretion. A recommendation was made to have three (3) separate motions: addressing the test, addressing the exceptional nature of the position and the return of the application fee, A general discussion followed regarding the application fee.
