CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES --- AUGUST 15, 2011 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 6:58 p.m. <br />PRESENT: M. Ubaldi and J. Barrett <br />ALSO PRESENT: Human Resources Director C, Farver and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated July 18, 2011 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Barrett seconded the <br />motion and unanimously approved. <br />III. COMMUNICATIONS: <br />There were 5 items of correspondence received and 6 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Request for Qualifications <br />An Ordinance passed in 2008 and under Chapter 112.05 of the Codified Ordinances requires that <br />for services under $25,000, there will be a RFP process. The Commission completed this process in <br />2010 and will be coming due not only in terms of time but money. The agreement with the testing <br />company was March, 2010 and the Commission has $3,287 left. The remaining amount is for one <br />(1) more test. It is prudent to start the process again and will ask for statements of qualifications <br />from firms. The email attachment is what was used in 2010 and was amended from what was used <br />in 2006. A general discussion followed regarding the RFP, straight forward format, maximum <br />number of pages, describing qualifications, fee schedule, recent experience, and methods. An <br />inquiry was made regarding the criteria used to assign points rating the Statement of Qualifications. <br />Points do not necessarily have to be utilized; the Commission can discuss what they liked and <br />disliked about a testing firm. The last testing cycle, points were assigned to the RFP's and <br />justification was provided by the Commission members. There have been firms in the range and <br />there are some mega corporations who might not be a good fit. The Commission interviewed two <br />(2) testing firms during the last testing cycle. A general discussion commence regarding the RFP <br />deadline, cancellation of the regular meeting; a special meeting; discussion of the submitted <br />Statements of Qualifications at the October meeting. <br />
