CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - JUNE 189 2012 <br />7:00 P.M. <br />L ROLL CALL: Chairman Barrett called the meeting to order at 7:01 p.m. <br />PRESENT: J. Barrett, M. Ubaldi and M. Hayes <br />ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, S. <br />Barrett and Civil Service Secretary D. Eccleston <br />IIS, DISPOSITION OF MINUTES: <br />Chairman Barrett moved, seconded by Commissioner Hayes, that the minutes of the April 16, <br />2012 meeting be approved as received. Motion passed unanimously. <br />III. COMMUNICATIONS: <br />There were G items of correspondence received and 2 items of correspondence sent out by the Civil <br />Service Commission. <br />IV. OLD BUSINESS: <br />A draft agreement has been sent to Poly Tech. Once the final agreement has been received it will <br />be presented to the Board of Control. <br />V. NEW BUSINESS: <br />Review Civil Service Rules and Regulations <br />The Commission is in receipt of the proposed changes from the Law Department to the Civil <br />Service Rules and Regulations. This is a subject matter that might involve input from any number <br />of sources and there are matters that the Commission may want to study. The process in the past <br />was to publicize the rules, review and methodically move through discussing each one and accept as <br />proposed, revise it or reject it. In 2004 the Commission had less of a window in which to make the <br />changes because there were some major competitive examinations. In 2008 the Commission was <br />able to accomplish this leisurely and it took approximately one (1) year. The Fire Chief may <br />potentially retire within the next two (2) years which still gives the Commission adequate time to <br />review the rules. <br />A general discussion commenced regarding State Code referenced throughout the rules, changes in <br />State Code, Home Rule Authority, greater clarity, State rights, amend the rules for a fit to the City, <br />working draft, final vote, starting point front to back. An inquiry was made regarding the <br />Commission's intent to review the rules during regular meetings or to have work sessions. The <br />Commission may decide to have a meeting every other Monday and decide a time limit. This way <br />the regular meetings may not be as overwhelming if there is other business to attend to; however, <br />
