CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — JUNE 199 2017 <br />7:00 P.M. <br />I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:00 p.m. <br />PRESENT: J. Barrett, W. Brake and T. Smith <br />ALSO PRESENT: Human Resources Director M. Gallo, Asst. Law Director B. O'Malley, <br />Mayor K. Kennedy, Safety Director D. Glauner, Police Chief J. Gallagher, <br />Sergeant E. Morgan and Civil Service Secretary S. Berkley <br />II. DISPOSITION OF MINUTES: <br />Motion by Chairman Barrett, seconded by Commissioner Brake, that the minutes of the May 15, <br />2017 meeting be approved as received. <br />Motioned passed unanimously. <br />III. COMMUNICATIONS: <br />There were 50 items of correspondence received and 0 items of correspondence sent out by the <br />Civil Service Commission, <br />IV. NEW BUSINESS: <br />Police Chief Promotional Assessment <br />General discussion commenced regarding the Police Chief Promotional Assessment to open the <br />assessment to qualified candidates who have an Associate's degree and higher with three years of <br />experience in a leadership role. Candidates are required to be a Peace Officer of Ohio and have 10 <br />years of experience in law enforcement. Pradco will satisfy the written component for Rule 3(c). <br />The selection committee that will screen the applications will consist of a representative from the <br />areas of law, human resources, civil service, and a neutral police professional/public safety <br />professional. The panel that will conduct the meet and greet interviews will consist of <br />representatives from the same areas. The dual interview panels will consist of members from the <br />areas of public safety, human resources, civil service, a neutral police professional, and a neutral <br />community member. Up to 15 candidates will proceed to the meet and greet interview process. <br />From there, 5 candidates will proceed to the dual panel interview process and the Pradco <br />Assessment. Director Glauner suggested that the interview panel should be weighted 60% and the <br />Pradco assessment weighted 40%. Asst. Law Director B. O'Malley stated that the candidate that <br />has the top score and ranked number one on the list will be appointed to the position of Police <br />Chief. <br />Motion by Commissioner Smith, seconded by Chairman Barrett, to accept the Police Chief calendar <br />for the dates with all the necessary testing as submitted. <br />Motioned passed unanimously. <br />
