BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF FEBRUARY 4, 2019 <br />ROLL CALL <br />Chairman Raig called the meeting to order at 7:02 pm in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Mike Raig, Eric Allain, Bob Papotto, Dan Rahm <br />Absent: Ralph Mackey <br />Staff. Law Director Michael Gareau, Jr., Planner James Aspery, Administrative Assistant Nicole <br />Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Allain moved, seconded by Mr. Papotto, to approve the Building and Zoning Board of <br />Appeals minutes of January 7, 2019, motion passed 4-0. <br />COMMERCIAL APPEALS AND REQUESTS <br />18-12763; Andy's Auto Wash; 28800 Lorain Road <br />Representatives: Randy Matejka, DesignWise; Andy Yund, owner <br />Proposal consists of lighting. Property is zoned B-3 General Business. <br />The following variances are requested: <br />1. A variance for a non full cut-off fixture type; code requires exterior site lights for parking <br />area illumination to be full cut-off; applicant shows LED tube lights, Section 1161.10(C)(1). <br />2. A 4.0 foot candle variance for maximum illumination level; code permits a maximum <br />illumination of 5.0 foot candles in an open parking area, applicant shows 9.0 foot candles, <br />Section 1161.10(E)(3). <br />Mr. Aspery said the applicant is proposing to install six LED light tubes above their proposed <br />vehicle vacuum stations along the eastern property line. All exterior pole lighting fixtures used to <br />illuminate off-street parking areas must be full cut-off and arranged to deflect the light away <br />from adjoining properties and adjacent streets. Based on the schematics provided, these light <br />tubes do not fit the code requirements and require a variance for fixture type. A second variance <br />is required for the maximum illumination level on the site, since a hotspot of nine foot candles is <br />shown near the proposed illuminated vacuum stations, while code allows a maximum <br />illumination level of five foot candles. <br />Mr. Matejka said the fixtures on the vacuums are not manufactured with a cutoff. The lowest <br />wattage fixture was selected to help reduce the amount of lighting emitted. He admitted that the <br />light extends into the commercial neighbor's property but the levels go down to zero ten feet <br />inside the property line. There are hot spots where the fixtures are located due to the fixtures <br />being installed 12 feet above the ground. The hot spots will be where the vehicles will be parked <br />when the customers want to clean the interior of their vehicles and will be turned off when the <br />business closes at 8:00 p.m. Mr. Matejka suggested that the front portion of the property could be <br />viewed as a continuation of the front of the building where higher foot candles are permitted so <br />
