PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF DECEMBER 11, 2019 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Dave Anderson, Darrick Matthews, Don Rerko <br />Absent: Julie Nader, Paul Schumann, Tom Patton <br />Staff: Planning and Development Director Kim Lieber <br />Mr. Malone moved, seconded by Mr. Anderson, to excuse the absence of Ms. Nader, Mr. <br />Patton and Mr. Schumann, motion passed 4-0. <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Rerko, to approve the Planning & Design <br />Commission minutes of November 13, 2019, motion passed 4-0. <br />NEW BUSINESS <br />19-15531; Adlai Perry; 3431 Columbia Road <br />Representative: Adlai Perry, owner <br />Proposal consists of consolidating two parcels (PPN 231-17-029 and -125) resulting in a single <br />parcel. Both parcels are zoned B -One Family Residence. <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the lot consolidation for 19- <br />15531; Adlai Perry of 3431 Columbia Road, motion approved 4-0. <br />COMMUNICATIONS <br />Chapter 1149 Mixed Use District <br />Ms. Lieber incorporated comments from Ms. Nader regarding language prohibiting marijuana <br />dispensaries in the mixed use districts, similar to the other business districts. Dumpster screening <br />was also included. A chart was added to help organize the permitted and conditional uses in each <br />district. Discussion regarding the difference between Mixed Use A, C and D districts. Ms. Lieber <br />explained that extensive research was done when updating the zoning map in 2017 and no <br />evidence of Mixed Use B was found so it was removed. Mr. Anderson recommended adding <br />wording explaining the Mixed Use B has been removed so it does not create confusion. The <br />group had discussion regarding the Target area development, zoned Mixed Use D, and <br />difficulties the owner faces filling the vacant office spaces. <br />Mr. Malone moved, seconded by Mr. Rerko, to recommend to City Council adoption of <br />Chapter 1149 Mixed Use D including a reference to the former Mixed Use B District, <br />
