PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 11, 2020 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Dave Anderson, Greg Malone, Julie Nader, Humberto Olivos, Tom Patton, Paul <br />Schumann <br />Absent: Darrick Matthews <br />Staff. Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco <br />Mr. Malone moved, seconded by Ms. Nader, to excuse the absence of Mr. Matthews, <br />motion passed 6-0. <br />REVIEW AND CORRECTION OF MINUTES <br />Planning & Design Commission minutes of February 26, 2020 are submitted for approval. <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of February 26, 2020, motion passed 6-0. <br />NEW BUSINESS <br />19-15717; Self Storage; 27048 Lorain Road <br />Representatives: Jason Linscott and Daniel Ginsberg, 5607 Glenridge Drive, Atlanta GA <br />Proposal consists of site redevelopment for self -storage and commercial building. Property is <br />zoned B-4 Mixed Use Business. <br />Ms. Lieber said the applicant is proposing to reuse and expand the former Toys R Us building for <br />an indoor, climate controlled self -storage facility. They additionally propose to construct a <br />second storage facility along the west property line and a commercial/restaurant building closest <br />to Lorain Road. It may be either a single user or multi -tenant. The BZBA granted a use variance <br />for the self -storage portion of this project, recognizing the challenge of repurposing large <br />existing retail spaces. <br />The Toys R Us building will be expanded by 30,000 sf and have a new facade. The public facing <br />sides of the building are primarily masonry and brick veneer with stucco accents. The main <br />customer entrance is at the southeast corner of the building. The areas with overhead doors on <br />this building and the second storage facility are metal panel siding and metal doors. Given <br />amount of metal on the storage buildings, the main building does not meet code requirements for <br />high quality materials by 1.6%, where 75% is required and the second building does not meet <br />HQM requirements by 31.8%. The position of the second building makes it visible mainly from <br />inside the site, as it backs up to existing commercial buildings on Lorain Road and Dover Center <br />
