CITY OF NORTH OLMSTED SPECIAL CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES - JULY 24, 2023 7:00 P.M. ROLL CALL: Chair called the meeting to order at 7:03 p.m. PRESENT: A. Flannery, J. Cotofan ALSO PRESENT: Public Safety Director J. Scofield, Police Sergeant R. Kummer, Detective J. Richards, Police Officer N. Gorbulja, Police Officer C. Kelley, Human Resources Director L. Kidd, Assistant Law Director B. O'Malley, and HR Administrative Secretary D. Eccleston II. DISPOSITION OF MINUTES: Motion by Commissioner Flannery, seconded by Commissioner Cotofan to approve the minutes of June 12, 2023. Motioned passed unanimously. III. COMMUNICATIONS: There was 1 item of correspondence received and 98 items of correspondence sent out by the Civil Service Commission. IV. OLD BUSINESS: Promotional Police Sergeant Examination Results General discussion commenced regarding the Promotional Police Sergeant Examination results. Twenty (20) Police Officers were invited to partake in the promotional examination. The passing score for the written examination was set at 75% and the top six (6) candidates with a passing score will participate in the oral assessment. Fifteen (15) Police Officers accepted and five (5) declined. Ten (10) Police Officers participated in the written examination and five (5) did not show. Three (3) Police Officers passed the written examination and seven (7) did not. Three (3) Police Officers participated in the oral assessment. The seniority credit, pursuant to Rule III, Section 7c has been added to the final scores. The final scoring is as follows: Nicklas Gorbulja written score is 77.60% - 35% weighted score is 27.16%; Pradco Oral Assessment score is 76.00% - 65% weighted score is 49.40%; total of 76.56%; seniority extra credit is 4.6 points; grand total is 81.16%; Rank #1. Jeff Richards written score is 86.40% - 35% weighted score is 30.24%; Pradco Oral Assessment score is 68.00% - 65% weighted score is 44.20%; total of 74.44%; seniority extra credit is 4.6 points; grand total is 79.04%; Rank Q.
