PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 8, 2023 <br />ROLL CALL <br />Ms. Nader called the meeting to order at 7:00 P.M. via GoToMeeting. <br />Present: Julie Nader. Dave Anderson, Tom Patton, Humberto Olivos. Mary Ellen Hemann <br />Staff: Director Max Upton. Assistant Law Director Bryan O'Malley. City Engineer Jeff Filarski. <br />Special Assistant to the Mayor Chuck Massarolo. <br />NEW BUSINESS <br />23-23661; Ken Ganley Volkswagen, 25730 Lorain Road <br />Proposal consists of an access from Volkswagen to Root Road to facilitate access to the Service <br />Center. Property is Zoned B-3 General Business. <br />Representative Joel Copley, Engineer at Janotta & Hemer. <br />Director Upton explained to the board this was continued from the last meeting. He explained <br />that the board had an updated copy of the plan that included detail of a swing gate to restrict <br />access, as well as a sign that says "Private Drive Do Not Enter These were recommendations <br />from the board to the applicant at the last meeting, and the Engineering Firm made these changes <br />and turned this around in a swift manner. Director Upton included that the staff was in support of <br />this access road. Mr. Filarski stated that they had no objections to the application. Mr. O'Malley_ <br />reminded the board that this application has a variance and they are allowed to make <br />recommendations to the council. <br />Mr. Copley offered a reiteration that both properties are owned by Ganley, and this drive would <br />allow an easier transport of vehicles to the overflow service center. He stated that this would <br />lessen volume of vehicles on Lorain Road and would not increase north/south traffic on Root <br />Road. <br />Mr. Bruehler 4440 Root Road offered his opposition and grievances to Ganley and to the access <br />road. Tony Connelly 4403 Root Road commented he felt this would be a safety issue. <br />Ms. Nader motioned, seconded by Ms. Hemann to approve. 23-23661; Ken Ganley <br />Volkswagen, 25730 Lorain Road -Proposal consists of an access from Volkswagen to Root <br />Road to facilitate access to the Service Center. Property is Zoned B-3 General Business: as <br />submitted with the contingency the applicant provided an application for a variance that is <br />approved by council as a condition of this project. Passed -0 <br />COMMUNICATION <br />Ms. Nader expressed her resignation on the boards. <br />Director Upton offered his thanks on behalf of the Mayor and the city for the service of Ms. Nader <br />
