CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - AUGUST 19, 2024 <br />7:00 P.M. <br />I. ROLL CALL: Chair called the meeting to order at 7:20 p.m. <br />PRESENT: A. FIannery, T. Fratini <br />ALSO PRESENT: Public Safety Director J. Scofield, Human Resources Director L. Kidd, <br />Assistant Law Director B. O'Malley, and HR Administrative Secretary D. <br />Eccleston <br />II. DISPOSITION OF MINUTES: <br />Motion by Commissioner Flannery, seconded by Commissioner Fratini to approve the minutes of <br />July 15, 2024. <br />Motion passed unanimously. <br />III. COMMUNICATIONS: <br />There were 6 items of correspondence received and 9 items of correspondence sent out by the Civil <br />Service Commission. <br />Letters and flyers were sent out to colleges regarding the Firefighter/Paramedic Entry -Level <br />Examination through the National Testing Network (NTN). As of last week there were 22 <br />candidates that had taken the examination. The Commission received six (6) Statement of <br />Qualifications (SOQ) that will be reviewed this evening. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Review Testing Agencies Statement of Qualifications <br />General discussion commenced regarding the Statement of Qualifications. More national <br />companies have interest in the smaller cities. The Commission can narrow down the list of SOQs; <br />can interview the testing companies; grade/score them and then make a recommendation to the <br />Board of Control (BOC). After the BOC approval, the Administration can enter into a contract with <br />one or more depending upon the needs. The current contracts with Personnel Selection Services <br />and Pradco do not expire until the end of this year. Discussion followed regarding current testing <br />companies; out of state testing companies; and testing procedures. <br />The Commission is looking for testing companies to conduct the written and oral assessments for <br />promotional testing. The Commission can narrow down the list and have a special meeting to <br />interview the testing agencies. General discussion commenced regarding a special meeting, <br />narrowing down the list of agencies to three (3) and interviewing them. <br />
