PLANNING &DESIGN COMMISSION <br /> CITY OF NORTH OLMSTED <br /> MEETING MINUTES OF AUGUST 13,2025 <br /> ROLL CALL <br /> Mr.David called the meeting to order at 7:00 p.m. <br /> Present: Tom David,Jose Leon,Brenton Mineo, Tony D'Alessandro <br /> Staff:Director Max Upton, City Engineer Don Sheehy,Director of Law Bryan O'Malley <br /> Administrative Assistant Lyn Wilson <br /> NEW BUSINESS <br /> Lorain Road Mid-Block Crossing <br /> The review came under Article 7 of the Charter,which addressed mandatory referrals for <br /> modifications to streets and boulevards.Reference was made to the Lorain Road Corridor Plan, <br /> which emphasized school access and recommended updating the City's Safe Routes to Schools <br /> Travel Plan.A new combined elementary school along Lorain Road raised concerns about <br /> pedestrian and bicycle safety,particularly during peak drop-off times. <br /> The City had completed its Safe Routes to Schools Plan in November of the previous year and <br /> received a$275,000 grant from ODOT to fully fund a proposed mid-block crossing. <br /> Observations by the engineering firm showed students crossing unsafely near the library,leading <br /> to a recommendation for a mid-block pedestrian island with a HAWK beacon signal. <br /> The city engineer explained that such an installation improved pedestrian safety by slowing <br /> drivers, increasing awareness, and providing a safe midpoint for crossing.It also supported a <br /> more pedestrian-and cyclist-friendly city.This project was planned to coincide with the Lorain <br /> Road repaving project in the next construction season. <br /> The law director noted that under the Charter,no public street modifications could occur without <br /> referral to the Planning and Design Commission.The Commission's recommendations carried <br /> weight,requiring a two-thirds City Council vote to be overturned.He highlighted the importance <br /> of reviewing landscaping for long-term viability and praised the design for avoiding interference <br /> with nearby traffic movements. <br /> The Planning and Design Commission discussed questions and concerns regarding the proposed <br /> mid-block crossing.Members sought clarification on the type of crossing light,and it was <br /> confirmed that a HAWK beacon would be installed,requiring motorists to stop at a red light with <br /> advance warning. Commissioners raised concerns about driver confusion at similar crosswalks, <br /> pedestrian island dimensions, and visibility. Staff explained that the crosswalk would be ladder- <br /> style with thermoplastic striping for durability and visibility, and that the island would be large <br /> enough to accommodate groups of pedestrians. <br /> 1 <br />
