BUILDING & ZONING BOARD OF APPEAL <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR APRIL 16, 2026 <br />ROLL CALL <br />Mr. Mackey called the meeting to order at 7:00 p.m. in Council Chambers. <br />Present: Neil Ammons, Ralph Mackey, Roxana Galateanu <br />Staff: Law Director Michael Gareau, Administrative Assistant Lyn Wilson <br />MINUTES <br />The meeting minutes of January 5, February 3, and March 3, 2026, were submitted for approval. <br />All in favor, none opposed. <br />RESIDENTIAL APPEALS AND REQUESTS <br />408-2026; Elizabeth Squire; 22979 Alexander Rd. <br />The applicant proposed a front porch addition to an existing nonconforming dwelling. The Board <br />reviewed two variance requests: (1) a variance to allow expansion of a nonconforming structure <br />that did not meet the required side yard setback of 25 feet (existing condition at 15 feet on a <br />corner lot), and (2) an 8 -foot variance to the front yard setback, where 50 feet was required and <br />42 feet was proposed. <br />The applicant explained the need for a covered front porch due to limited and unusable backyard <br />space, noting the intent to match the character of the neighborhood. It was clarified that the <br />original concept of a front deck was revised to a covered porch, as decks are not permitted in the <br />front yard. Staff noted the small lot depth limited feasible improvements without variances. <br />Discussion included the existing front entry platform, proposed extension, and minor exterior <br />modifications. No additional concerns or objections were raised during Board questioning. <br />Mr. Ammons made a motion to approve case 408-2026; Elizabeth Squire; 22979 Alexander <br />Rd.; seconded by Ms. Galateanu. <br />Motion passed: 3-0 <br />410-2026; John Gannon; 24816 Tara Lynn Dr. <br />The applicant proposed expanding an existing above -ground pool to a 15' x 30' oval pool. Two <br />variances were requested: (1) a 20% variance for excessive rear yard lot coverage, where code <br />permits 20% (800 sq. ft.) and 40% (1,588 sq. ft.) was proposed, and (2) a 4 -foot, 6 -inch variance <br />
