BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR MARCH 2, 2026 <br />ROLL CALL <br />Mr. Ammons called the meeting to order at 7:00 p.m. in Council Chambers. <br />Present: Neil Ammons, Ralph Mackey, Roxana Galateanu, Gretchen Schuler <br />Staff: Law Director Michael Gareau, Administrative Assistant Lyn Wilson <br />RESIDENTIAL APPEALS AND REQUESTS <br />388-2026; Culvers; 24941 Country Club Blvd. <br />The applicant presented a proposal for a new drive -through restaurant and requested a variance <br />to reduce the required off-street parking from one space per 30 square feet to one per 75 square <br />feet, as outlined in Table 1161.03-1. The applicant explained that data from similar locations <br />showed the proposed number of parking spaces would adequately serve the business, noting that <br />a comparable restaurant required a maximum of 48 spaces during peak periods. Staff clarified <br />that the discussion assumed the use would be permitted through a separate zoning ordinance <br />currently in process. <br />Board members asked questions about the site layout, including the use of land behind the <br />building and whether additional parking could be added if needed. The applicant stated that the <br />area would be landscaped and that additional parking was unnecessary based on operational data. <br />Questions were also raised regarding handicapped parking, and the applicant confirmed the <br />required number of accessible spaces would still be provided and could be increased if <br />beneficial. <br />During deliberation, board members expressed that restaurant operators typically understand <br />their parking needs best and noted that excessive parking often remains unused. Members also <br />acknowledged the applicant's willingness to revisit accessible parking if necessary.
