0 CITY OF NORTH OLMSTED ORDINANCE NO. 2005 - 174 BY: Mayor O'Grady AN ORDINANCE AMENDING SECTON 159.03 OF CHAPTER 159 OF THE ADMINISTRATIVE CODE (CULTURAL ACTIVITIES COMMISSION) FOR THE PURPOSE OF CHANGING THE LENGTH OF THE TERMS OF MEMBERS APPOINTED TO THE SAID COMMISSION FROM ONE YEAR TO FIVE YEARS, AND DECLARING AN EMERGENCY. WHEREAS, currently the terms of all seven members of the Cultural Activities Commission are for one year; and WHEREAS, this creates the possibility of a one hundred percent turn -over on the Commission every year, which could impede the successful completion of Commission projects; and WHEREAS, even where members are re- appointed, the necessity of re- appointing members every year creates unnecessarily burdens the administrative nomination and councilmatic approval process; and WHEREAS, it is the recommendation of the Mayor that Section 159.03 of Chapter 159 of the Administrative Code (Cultural Activities Commission) be amended so as to change the length of the terms of members appointed to the Cultural Activities Commission from one year to five years, with the initial five year terms being staggered; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMMTED, CUYAHOGA COUNTY, AND STATE OF OHIO: SECTION 1: That Section 159.03 of Chapter 159 (Cultural Activities Commission) of the City Administrative Code, entitled "Membership; Appointments; Terms," which presently reads as follows: 159.03 MEMBERSHIP; APPOINTMENTS; TERMS. The membership of the Cultural Activities Commission shall be limited to seven members who shall serve for a term of one year and who shall be appointed by the Mayor and approved by Council. The Commission members may serve for more than one term, but must be reappointed annually, and it is recommended, but not limited, that the Community Council, the Chamber of Commerce, the Ministerial Association, the Board of Education, and the Parks and Recreation Commission be represented by membership on the Commission, plus two members chosen at large, primarily because of unusual interest and ability in this field of endeavor. Any appointment made within a given calendar year must be made prior to November 1, of the year of which the appointment is to be made.
