as per the adopted schedule of fees. All applications and development plans required by this <br />chapter shall be reviewed by the Building Official and Director of Planning. <br />(b) In the event an application contains a proposal which is violative of the zoning or another <br />applicable code of the City, or the application is not accompanied by all drawings and other <br />documents or materials required by Section 1126.03 and 1126.04 or by rule of the Building <br />Official, and, if applicable, by rule of the Planning Commission, it shall be rejected by the <br />Building Official, who shall notify the applicant of the reasons for the rejection within seven (7) <br />days of submittal. <br />(c) In the event an application contains a proposal which meets all requirements of the <br />zoning and all other applicable codes of the City and is accompanied by all drawings and other <br />documents and materials required by Section 1126.03 and 1126.04 and by the rules of the <br />Building Official, and, if applicable, by rule of the Planning Commission, it shall be referred to <br />the Planning Commission for its recommendations at its next available regularly scheduled <br />meeting. <br />(d) In the event that the application contains a proposal which requests a variance or <br />variances from the applicability of any provision of the Zoning Code of the City, but in all other <br />respects complies with the zoning and all other applicable codes of the City, and is accompanied <br />by all drawings and other documents and materials required by Section 1126.03 and 1126.04 and <br />by the rules of the Building Official, and, if applicable, by rule of the Planning Commission, it <br />shall be referred to the Planning Commission, at its next available regularly scheduled meeting, <br />for its recommendations on the variance request prior to referral to the Board of Zoning Appeals. <br />(e) The Building Official and the Director of Planning may request, in the interest of <br />expediting the review process and in anticipation of a Planning Commission requirement thereof, <br />the comment or report of any appropriate City official or department and shall, in the event that <br />development proceeds under subsection (d), provide a report and recommendation to the <br />Planning Commission and the Board of Zoning Appeals on the variances requested. <br />1126.06 ADDITIONAL SUBMITTAL REQUIREMENTS <br />(a) The applicant shall submit along with final development plans a current and accurate <br />legal description of the property or properties in question. <br />(b) The applicant is responsible for providing a list of names, mailing addresses and parcel <br />numbers of all property owners requiring notification as defined in Chapter 149.02 of the <br />Administrative Code. <br />1126.07 REVIEW BY PLANNING COMMISSION. <br />(a) Scope of Review. All applications for building permits which are properly referred to the <br />Planning Commission shall be reviewed by the Commission for the purpose of making the <br />following determinations: <br />(1) Whether the proposal is in conformance with adopted land use policies in the <br />form of plans, maps, rules and/or regulations, which have been formally <br />adopted by the Planning Commission or City Council. <br />(2) Whether the proposal will have any significant adverse impact on residential, <br />commercial or other neighbors whose properties abut the property of the <br />applicant; and <br />
