CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 —148 <br />BY: Mayor O'Grady and All Members of Council: <br />A RESOLUTION PROCLAIMING SUPPORT OF A 3.9 MILL <br />REPLACEMENT LEVY FOR THE CUYAHOGA COUNTY BOARD <br />OF MENTAL RETARDATION AND DEVELOPMENTAL <br />DISABILITIES AND DECLARING AN EMERGENCY <br />WHEREAS, the voters of Cuyahoga County in 2000 approved a 3.9 -mill levy to fund <br />services and programs for children and adults with mental retardation and other developmental <br />disabilities; and <br />WHEREAS, that tax levy expired at the end of 2004; and <br />WHEREAS, the Board of Commissioners has submitted for the November 8, 2005 ballot <br />a 3.9 -mill replacement levy for a continuing period of time in order to continue funding of these <br />services and to allow more individuals to be served; and <br />WHEREAS, the funds derived from this levy have been and will continue to be used to <br />provide education, training, job placement, speech- language, occupational and physical <br />therapies, and residential care for citizens in this county with mental retardation and <br />developmental disabilities to enable them to become contributing citizens; and <br />WHEREAS, the Cuyahoga County Board of Mental Retardation and Developmental <br />Disabilities has demonstrated its continued ability to manage effectively the trust placed in its <br />hands by the electorate; and <br />WHEREAS, without passage of this levy, there will be no more local funding for <br />services to individuals with mental retardation and other developmental disabilities, and most of <br />the state and federal funding, which is matching funds, will be lost; and <br />WHEREAS, research shows that there are an additional 1,200 individuals with mental <br />retardation and other developmental disabilities who will seek services in the next five years and <br />up to 500 individuals needing residential facilities and services for whom these services are not <br />now available, and; <br />WHEREAS, the Cuyahoga County Board of Mental Retardation and Developmental <br />Disabilities serves the residents of our community. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the City of North Olmsted endorses the proposed 3.9 -mill continuing <br />replacement levy for the Cuyahoga County Board of Mental Retardation and Developmental <br />Disabilities. <br />ra .z. +xb�np °_'sHbt'Y*5R awa,o-sme±.�- mnvanaa�*cceWA::. wsv.�,m � _. a <br />
