CITY OF NORTH OLMSTED RESOLUTION NO. 2005 —136 By: Mayor O'Grady A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY TO PURCHASE SIXTEEN (16) DIGITAL EYEWITNESS NWT IN -CAR VIDEO SYSTEMS AND RELATED EQUIPMENT FOR THE POLICE DEPARTMENT THROUGH THE STATE PURCHASE PROGRAM, AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT AND /OR OTHER DOCUMENTS, AS NECESSARY, WITH KUSTOM SIGNALS, INC., FOR THE PURCHASE OF SAID VIDEO SYSTEM EQUIPMENT. WHEREAS, the North Olmsted Police Department currently utilizes VHS video recording systems in all of its police patrol vehicles; and WHEREAS, the said current system is an on demand recording system that must be manually activated in order to initiate recording, and which utilizes as storage media VHS tapes; and WHEREAS, the said current system is 6 -7 years old and frequently requires repairs; and WHEREAS, the purchase of 16 Kustom Signals Digital Eyewitness NXT in -car video systems will offer enhanced video recording, including pre -event recording capability, enhanced audio recording capability and enhanced DVD storage capabilities; and WHEREAS, the funds necessary for the purchase of this system have appropriated by this Council and are available for this purpose; and WHEREAS, the contract for the purchase of the said equipment is not legally required by the City Charter to be competitively bid locally, because it is being purchased through the State Purchase Program, which is a State - approved competitive bidding program; and WHEREAS, it is the desire of this Council to authorize the Director of Public Safety to purchase for the North Olmsted Police Department sixteen (16) Kustom Signals Digital Eyewitness NXT in -car video systems, through the State purchase program, as the lowest and best bidder, and to further authorize the Mayor, following approval of the Board of Control, if necessary, to execute a written contract and/or other documents as necessary to effectuate the said purchase;
