CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 —136 <br />By: Mayor O'Grady <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY <br />TO PURCHASE SIXTEEN (16) DIGITAL EYEWITNESS NWT IN -CAR <br />VIDEO SYSTEMS AND RELATED EQUIPMENT FOR THE POLICE <br />DEPARTMENT THROUGH THE STATE PURCHASE PROGRAM, AND <br />FURTHER AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT <br />AND /OR OTHER DOCUMENTS, AS NECESSARY, WITH KUSTOM <br />SIGNALS, INC., FOR THE PURCHASE OF SAID VIDEO SYSTEM <br />EQUIPMENT. <br />WHEREAS, the North Olmsted Police Department currently utilizes VHS video <br />recording systems in all of its police patrol vehicles; and <br />WHEREAS, the said current system is an on demand recording system that must be <br />manually activated in order to initiate recording, and which utilizes as storage media VHS tapes; <br />and <br />WHEREAS, the said current system is 6 -7 years old and frequently requires repairs; and <br />WHEREAS, the purchase of 16 Kustom Signals Digital Eyewitness NXT in -car video <br />systems will offer enhanced video recording, including pre -event recording capability, enhanced <br />audio recording capability and enhanced DVD storage capabilities; and <br />WHEREAS, the funds necessary for the purchase of this system have appropriated by this <br />Council and are available for this purpose; and <br />WHEREAS, the contract for the purchase of the said equipment is not legally required by <br />the City Charter to be competitively bid locally, because it is being purchased through the State <br />Purchase Program, which is a State - approved competitive bidding program; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Public Safety to <br />purchase for the North Olmsted Police Department sixteen (16) Kustom Signals Digital <br />Eyewitness NXT in -car video systems, through the State purchase program, as the lowest and <br />best bidder, and to further authorize the Mayor, following approval of the Board of Control, if <br />necessary, to execute a written contract and/or other documents as necessary to effectuate the <br />said purchase; <br />
