CITY OF NORTH OLMSTED RESOLUTION NO. 2005 -117 BY: Mayor O'Grady A RESOLUTION AUTHORIZING THE BOARD OF CONTROL TO APPROVE AND THE MAYOR TO EXECUTE AN AMENDMENT TO THE CITY'S CONTRACT WITH MIDDOUGH CONSULTING, INC., PROVIDING FOR ADDITIONAL ARCHITECTURAL SERVICES TO BE RENDERED IN CONNECTION WITH THE ADMINISTRATION'S PROPOSED EXPANSION OF THE CITY HALL FRONT ENTRANCE PROJECT, AND DECLARING AN EMERGENCY. WHEREAS, Ordinance No. 2004 -146, adopted on October 5, 2004, authorized the Director of Public Service to request proposals from design professionals for architectural services relating to ADA improvements to the City Hall front entrance and parking area; and WHEREAS, pursuant to said Ordinance, requests for proposals were issued, proposals received, and, on December 14, 2004, the Board of Control awarded a contract for said architectural services to Middough Consulting, Inc; and WHEREAS, subsequently, due to the significant vacancy of space created at the NOMBL garage by the departure of NOMBL in March 2005, the desire of the Administration, with the concurrence of the Director of Law, to relocate the City's law department offices in the City Hall at the conclusion of the City's lease of space for the Law Department in the Community Building in February 2006, and as a result of a comprehensive review conducted by the Administration to evaluate immediate and more long term space and location needs for every administrative department in the City Hall complex, the Administration has proposed to expand the City Hall Front Entrance project so as to create additional and revised office space on the second floor of the City Hall building in and near the new foyer area; and WHEREAS, in Ordinance No. 2005 -100, which failed on July 5, 2005, this Council declined to authorize amendment of the Middough Consulting, Inc. contract for expanded architectural services and fees, quoted in the amount of $22,950.00; and WHEREAS, in order to address Council's action in Ordinance No. 2005 -100 and to move forward on said proposed expanded project, the Director of Public Service has reviewed the scope of services and fees necessary to procure additional architectural services from Middough Consulting, as well as solicited revised quotation from said Contractor; and WHEREAS, it is the desire of this Council, based upon the recommendations of the Mayor and the City Planner, as well as revisions to the projected scope of services or fees by the Director of Public Service, to authorize the Board of Control to approve an amendment to the City's contract with Middough Consulting, Inc., and the Mayor to execute an amended contract, providing for additional architectural services to be rendered to the City consistent with the Administration's proposal to expand the City Hall Front Entrance project as above described; NO W THEREFORE, BE IT RESOL VED B Y THE CO UNCIL OF THE CITY OF NORTH OLMS TED, COUNTY OF CUYAHOGA AND STATE OF OHIO:
