Ordinance No. 2005 -110 <br />The Parks and Recreation Commission shall consist of seven (7) members who shall serve <br />without compensation. The Mayor, subject to confirmation by Council, shall appoint two (2) <br />members who are qualified electors and residents of North Olmsted and who do not hold any <br />other elected or appointed public office and are not employees of the City. Council shall appoint <br />one (1) member who shall be a Cetineilmaft at Large member of Council and one (1) member <br />who shall be a qualified elector and resident of North Olmsted and who does not hold any other <br />elected or appointed public office and is not an employee of the City. <br />The North Olmsted City School District Board of Education shall appoint one (1) member who <br />shall be a member of such Board of Education and one (1) member who shall be a qualified <br />elector and resident of North Olmsted and who does not hold any other elected or appointed <br />public office and is not an employee of the School District. The Director of Public Safety shall <br />be a member of said Parks and Recreation Commission. Each of the appointed members of said <br />Commission shall be appointed for a term of five (5) years, except that of the six (6) members <br />appointed for the term beginning January 1, 1971, the City Council shall appoint one (1) member <br />for a term of one (1) year and one (1) member for a term of four (4) years, the Board of <br />Education shall appoint one (1) member for a term of two (2) years and one (1) member for a <br />term of five (5) years. In the event that a Board of Education member or Council member, who <br />has been appointed to the Parks and Recreation Commission, ceases to be a member of the Board <br />of Education or Council for any reason, then such appointee's membership on the Parks and <br />Recreation Commission shall terminate forthwith. A vacancy occurring during the term of any <br />member of the Parks and Recreation Commission shall be filled for the remainder of the <br />unexpired term in the manner authorized for the original appointment. The terms of the members <br />of the present Recreation Commission shall expire at the end of the organizational meeting of the <br />Parks and Recreation Commission in January 1971. The powers and duties of the Parks and <br />Recreation Commission shall be: <br />(a) Develop and approve all recreation programs under the control of the City of <br />North Olmsted. <br />(b) Prepare and recommend to Council all budgets for the Division of Parks and <br />Recreation. <br />(c) Approve, for implementation by the Department of Public Safety, all City park <br />maintenance, capital improvements and development projects within the budgets <br />approved by Council. <br />(d) Establish employment policy for the Division of Parks and Recreation. <br />(e) Such other duties as may be provided by ordinance of Council. <br />SECTION 2. If the foregoing proposal receives the affirmative vote of a majority of the <br />electors voting thereon, then the said amendment to Article VII, Section 3 of the Charter shall be <br />effective on January 1, 2006. <br />SECTION 3. It is the desire of the Council that the ballot for said question shall be in <br />substantially the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Article VII, Section 3 of the Charter of the City of North <br />Olmsted be amended so as to remove the requirement that Council's <br />representative to the Parks and Recreation Commission be a Council <br />Member at Large and provide instead that any member of Council <br />
