The <br />location of such housing would be in accordance with and advance the policies of the Future <br />Development Program and would promote and protect, to the fullest extent permissible under the <br />powers of the City, the public health, safety, convenience, comfort, prosperity and general welfare <br />of the residents. (Ord. 94 -95. Passed 12- 12 -94.) <br />1138.02 ELDERLY DEFINED. <br />"Elderly" shall have the same meaning as defined in the Federal Housing and Community <br />Development Act of 1989, as amended. (Ord. 94 -95. Passed 12- 12 -94.) <br />1138.03 USE REGULATIONS. <br />Buildings and land shall be used, and buildings shall be designed, erected, altered, moved <br />or maintained in whole or in part, in Senior Residence (SR) Districts, only for the uses set forth in <br />the following schedules and regulations: <br />1995 Replacement <br />
