CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 - 81 <br />BY: Mayor O'Grady <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A <br />RENEWED ONE -YEAR CONTRACT WITH LEXIS- NEXIS, A <br />DIVISION OF REED ELSEVIER INC., FOR THE PURPOSE OF <br />PROVIDING INTERNET -BASED LEGAL RESEARCH SERVICES <br />TO THE CITY LAW DEPARTMENT. <br />WHEREAS, it is necessary that the City Law Department be provided with on- <br />line legal research services for the purposes of conducting legal research for and <br />providing legal counsel to the Mayor, Members of Council, Administrative Officials, and <br />the Boards and Commissions of the City; and <br />WHEREAS, there are two primary vendors available to provide said online <br />services to the City Law Department —West Law and Lexis - Nexis; and <br />WHEREAS, the Director of Law, in 2004, after obtaining proposals from both <br />vendors, recommended that the City contract for said online research services with Lexis- <br />Nexis, as the best services at the most reasonable price, and this Council authorized said <br />contract pursuant to Resolution No. 2004 -111; and <br />WHEREAS, the Director of Law recommends this year that the City renew its <br />one -year contract with Lexis -Nexis as the most reasonably priced provider of said <br />services; and <br />WHEREAS, this expenditure, being under $25,000 and not involving personal <br />services, is subject to neither the Charter's competitive bidding requirement nor the <br />City's RFP ordinance; and <br />WHEREAS, in order to obtain said internet -based library services, Lexis -Nexis <br />requires that subscribers enter into a written contract which has a term of at least one <br />year; and <br />WHEREAS, under the City Charter, only the Mayor may execute written <br />contracts on behalf of the City; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMMTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into a <br />renewed contract with Lexis - Nexis, a division of Reed Elsevier Inc., for the purpose of <br />providing Internet -Based Legal Research Services to the City of North Olmsted Law <br />Department for a one -year term.
