CITY OF NORTH OLMSTED ORDINANCE NO. 2005 — 79 BY: Mayor O'Grady AN ORDINANCE AMENDING SECTION 351.03 OF THE TRAFFIC CODE, ENTITLED "PROHIBITED STANDING OR PARKING PLACES," IN ORDER TO MORE CLEARLY IDENTIFY NO PARKING ZONES ON CUL -DE -SACS AND OTHER CITYSTREETS OR PORTIONS OF STREETS, WHERE DUE TO THE CONFIGURATION OF THE STREET OR THE LOCATION OF HYDRANTS, IT IS DIFFICULT TO ASCERTAIN WHICH IS THE HYDRANT -SIDE OF THE STREET FOR PURPOSES OF ENFORCING THE CITY -WIDE BANAGAINST PARKING ON THE HYDRANT -SIDE OF ANY CITY STREET. WHEREAS, this Council, on November 4, 1998, adopted Ordinance No. 98 -114, which, among other things, amended Section 351.03 of the City Traffic Code to establish a city -wide ban against parking at any time on the hydrant -side of any City street; and WHEREAS, due to the configuration of some City streets, particularly cul -de -sac streets, and the location of fire hydrants on both sides of some City streets or portions of City streets, it has become difficult for residents to determine where they may and where they may not legally park; and WHEREAS, the Mayor, acting on the recommendation of the Director of Law, has proposed an amendment to Section 351.03 of the City Traffic Code in order to more clearly address and define the no parking areas on cul -de -sac streets, and other streets, or portions of streets, where, due to the location of fire hydrants or the configuration of the street, it is difficult for residents to ascertain the no parking areas; and WHEREAS, it is the desire of this Council to amend Section 351.03 of the City Traffic Code consistent with the recommendations of the Mayor and the Director of Law; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That Section 351.03, entitled 'Prohibited Standing or Parking Places, which presently reads as follows: 351.03 PROHIBITED STANDING OR PARKING PLACES. No person shall stand or park a vehicle, except when necessary to avoid conflict with other traffic or to comply with the provisions of this Traffic Code, or while obeying the directions of a police officer or a traffic control device, in any of the following places:
