111 <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2005 - 64 <br />BY: Mayor and All of Council. <br />A RESOLUTION URGING THE OHIO DEPARTMENT OF <br />TRANSPORTATION ( "ODOT') TO RECONSIDER ITS DECISION TO <br />ELIMINATE FROM THE FISCAL YEAR 2005 URBAN PAVING <br />PROGRAM THE SECTION OF RELOCATED STATE ROUTE 252 <br />( "SR 252'9, LOCATED IN THE CITY OF NORTH OLMSTED, FROM <br />COUNTRY CLUB BOULEVARD TO AL MOEN DRIVE, THAT <br />INCLUDES THE APPROACHES TO AND THE BRIDGE OVER <br />INTERSTATE 480 ( "I- 480'), AND DECLARING AN EMERGENCY. <br />WHEREAS, the City of North Olmsted was informed by the Ohio Department <br />of Transportation on March 3, 2003 that S.R. 252 Columbia Road (which is known as <br />Great Northern Blvd. north of Butternut Ridge Road) was eligible for the State Fiscal <br />Year 2005 Urban Paving Program. The limits of the project were from Butternut <br />Ridge Road to Country Club Boulevard. The scope of the project included a surface <br />treatment face -to -face of curbs. The State would provide 80 percent of the funding <br />and the City would provide the remaining 20 percent. The City's share was estimated <br />to be $51,000; and <br />WHEREAS, on June 9, 2003, the City of North Olmsted Engineer wrote a letter to the <br />Ohio Department of Transportation describing the condition of the reinforced concrete pavement <br />on Great Northern Boulevard at the approaches to the bridge over Interstate 480. The concrete <br />slabs are deteriorated and cracking, and all of the joints need repair. The City's letter stated that <br />the City believed the problem was subgrade. On June 23, 2003, the City Engineer wrote a <br />second letter to the Ohio Department of Transportation requesting that the City be informed of <br />the scope of the project in more detail due to the extensive deterioration of the concrete <br />pavement at the approaches to the bridge; and <br />WHEREAS, on October 24, 2003 the Ohio Department of Transportation wrote a letter <br />to the City of North Olmsted stating that the pavement north of Butternut Ridge Road would <br />receive concrete and joint repairs as necessary to improve the rideability and performance of the <br />existing roadway, and that there would be no asphalt overlay. Thereafter, on September 1, 2004 <br />the Ohio Department of Transportation submitted draft legislation to the City of North Olmsted <br />for this Improvement to be consented to by City Council. The consent legislation (Ordinance <br />No. 2004 -138) was subsequently adopted by North Olmsted City Council on October 5, 2004. <br />The project limits as established in the legislation, and the agreement executed thereafter <br />between the City and the Ohio Department of Transportation, were from the City south <br />corporation line at Olmsted Township north to Country Club Boulevard, including the bridge <br />over Interstate 480 and the approaches to said bridge over the Interstate Highway; and <br />WHEREAS, in a meeting at ODOT on November 18, 2004 to discuss safety issues, the <br />City was informed by ODOT that the base repair to State Route 252 was so extensive at the <br />approaches to the bridge over Interstate 480 that the City would have to contribute an additional <br />
