Since this is an offer of proposal, the City reserves the right to: • accept or reject any or all documents or parts, to waive any technicalities or irregularities, and further reserves the right to request future proposals at its discretion; • contact any, all or none of the alternatives as may be submitted by the proposers, and to give added consideration to special or unusual features that may be included in the respondent's proposal. Any proposal, in the opinion or the City, that is conditional, obscure, or contains irregularities of any kind, may be rejected; • negotiate any and all final terms of the proposal; and • postpone or cancel the award or execution of the contact for any reason prior to contract execution. CONSIDERATION OF PROPOSALS • Any proposals submitted to the City are to be prepared at the Examiner's expense. • Any assumptions made by the Examiner in preparing the proposal must be listed separately and attached to the proposal in writing. • The City does not obligate itself to accept any proposal. • The City reserves the right to reject any and all proposals and will have no liability whatsoever to any Examiner whose proposal is not accepted. • Acceptance of a proposal will not constitute an agreement between the Examiner and the City. Any proposal will not be binding on the City unless and until an Agreement covering all conditions and provisions of the Plans Examination Services has been reduced to writing, executed by both the successful Examiner and the City and attachment of the appropriate certificates. • Examiner may elect to (but is not required) include with proposal package a draft of or format for an Agreement or to otherwise specify proposed contract language or restrictions. OVERVIEW The City of North Olmsted requests proposals for providing Plan Examination Services and Back-Up Plan Examination Services to the Building Department. The Building Department currently processes an average 35 million dollars worth of commercial building activity per year. This resulted in 217 actual plan exams and 38 follow-up exams in 2006. The resulting fees paid to examiners were in excess of $57,996.97 in 2006.
