A 'gy NEO I SO SECTION 4 OPERATIONS OF THE CORPORATION 4_1 Operations. Except as otherwise provided by any law, the Corporation may, without limitation, initiate, participate or engage in, undertake, or conduct any of the following: (a) Serve as a neutral convener through which each Member may leverage its resources to enhance the quality of life of its citizens. (b) Study area governmental problems common to two or more Members as deemed appropriate, including but not limited to matters affecting health, safety, welfare, education, economic conditions, and regional development. (c) Identify opportunities and make recommendations for review and action to the Members and other public agencies that perform functions within the region. (d) Proactively locate and secure alternative resources, financing and funding models to address those matters of import to Members. (e) Promote the Members' joint interests in the region through select periodic investment in the Region. (f) Promote cooperative arrangements, plans, programs and contracts for, and coordinate action among, the Members or other governmental agencies and private persons, corporations or agencies. (g) Promote cooperative arrangements and coordinate action (i) among the Members, and (ii) between the Members and other agencies of local or state governments, whether or not within Ohio, and the federal government. (h) Perform planning directly by personnel of the Corporation, or under contracts between the Corporation and other public or private planning agencies. (i) Identify and promote procurement and sourcing approaches that reduce Membel-s' costs relative to the same. (j) Acquire viable and reasonable commodities and services in accordance with the local, state and federal laws governing each Member. (k) Einploy any staff and contract for the services of any consultants and experts as deemed necessary and appropriate to the Members. (1) Purchase, lease or otherwise provide for supplies, materials, equipment and facilities as deemed necessary and appropriate. (m) Accept money, real property, personal property, services of personnel, use of equipment, and office space, and other necessary services from the Members.
