A 'gy <br />NEO I SO <br />SECTION 4 <br />OPERATIONS OF THE CORPORATION <br />4_1 Operations. Except as otherwise provided by any law, the Corporation may, <br />without limitation, initiate, participate or engage in, undertake, or conduct any of the following: <br />(a) Serve as a neutral convener through which each Member may leverage its <br />resources to enhance the quality of life of its citizens. <br />(b) Study area governmental problems common to two or more Members as deemed <br />appropriate, including but not limited to matters affecting health, safety, welfare, <br />education, economic conditions, and regional development. <br />(c) Identify opportunities and make recommendations for review and action to the <br />Members and other public agencies that perform functions within the region. <br />(d) Proactively locate and secure alternative resources, financing and funding models <br />to address those matters of import to Members. <br />(e) Promote the Members' joint interests in the region through select periodic <br />investment in the Region. <br />(f) Promote cooperative arrangements, plans, programs and contracts for, and <br />coordinate action among, the Members or other governmental agencies and <br />private persons, corporations or agencies. <br />(g) Promote cooperative arrangements and coordinate action (i) among the Members, <br />and (ii) between the Members and other agencies of local or state governments, <br />whether or not within Ohio, and the federal government. <br />(h) Perform planning directly by personnel of the Corporation, or under contracts <br />between the Corporation and other public or private planning agencies. <br />(i) Identify and promote procurement and sourcing approaches that reduce Membel-s' <br />costs relative to the same. <br />(j) Acquire viable and reasonable commodities and services in accordance with the <br />local, state and federal laws governing each Member. <br />(k) Einploy any staff and contract for the services of any consultants and experts as <br />deemed necessary and appropriate to the Members. <br />(1) Purchase, lease or otherwise provide for supplies, materials, equipment and <br />facilities as deemed necessary and appropriate. <br />(m) Accept money, real property, personal property, services of personnel, use of <br />equipment, and office space, and other necessary services from the Members. <br />(n) Accept funds, grants, gifts, and services from the governments of the United <br />States or its agencies, from Ohio or its departments, agencies, instruinentalities, or <br />from political subdivisions or from any other governmental unit whether <br />participating in the Corporation or not, and from private and civic sources. <br />-2- <br />Nort6cast Ohio Sourcing Qffice <br />www.neoso.org <br /> <br />5422 E:ut 96th St. Suire ISO ? 1) { 216.581.li200 <br />Clevcland, OH 44125 f, 216.581.6213 ?
