<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2007 - 33 <br />By: Mayor O'Grady <br />A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A <br />MULTI-JURISDICTIONAL AGREEMENT FOR THE INTERCHANGE <br />OF BOMB SQUAD AND/OR SWAT UNIT SERVICES, AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the Mayor has recommended that the City of North Olmsted enter into a <br />multi jurisdictional agreement for the interchange of bomb squad services and/or swat unit <br />services to better provide for the safety of residents of North Olmsted; and <br />WHEREAS, this Council deems it to be in the best interests of the safety of the <br />residents of the City to enter into such an agreement; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor of the City of North Olmsted be and he is hereby <br />authorized to enter into a multi jurisdictional agreement for the interchange of bomb squad <br />services. Said agreement shall be substantially in the "Agreement between the cities of Bay <br />Village, Lakewood, Rocky River, Cleveland, Fairview Park, North Olmsted, and Westlake, <br />for the Interchange of Bomb Squad Services and/or Swat Unit Services," marked as Exhil,it <br />"A" and attached hereto, with only such changes therein as are not substantially adverse to the <br />City and which are approved by the Director of Law. The character of any such changes as <br />not being substantially adverse to the City shall be evidenced conclusively by the execution of <br />the Agreement by the Mayor and the approval of the Agreement by the Director of Law. In <br />addition, the Mayor is hereby authorized to execute any additional, related agreements <br />necessary to reflect City of North Olmsted authorization for the West Shore Council of <br />Governments (WCOG) and/ar the West Shore Enforcement Bureau (WEB) to provide to <br />and/or accept from the City of Cleveland such bomb squad and/or Swat Unit services. <br />SECTION 2: That the Director of Finance is authorized and directed to issue <br />warrants of the City of North Olmsted to all necessary parties to pay for the City's share of the <br />operation and maintenance costs as identified in the Agreement. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and funY_:r <br />for the reason that it is necessary that this Resolution go into effect immediately in order to <br />provide increased bomb squad and swat unit services to the City at the earliest possible <br />opportunity, and further provided it receives the affirmative vote of two-thirds of all members <br />of Council, it shall take effect and be in force immediately upon its passage and approval by <br />the Mayor. <br />
