<br />processes, equipment or receiving waters, or which otherwise create a hazard to life or <br />constitute a public nuisance, the Service Director may: <br />(1) Reject the wastes; <br />(2) Require pretreatment to an acceptable condition in accordance with <br />guidelines adopted in the ordinances of this City for discharge into <br />the public sewers; <br />(3) Require control over quantities and rates of discharge; and/or <br />(4) Require payment to cover the added cost of handling and treatment <br />of the wastes not covered by existing taxes or sewer charges under <br />the provisions of subsection (i) hereof. <br />If the Service Director permits the pretreatment or equalization of waste flows, the design <br />and installation of the plants and equipment shall be subject to the review and approval of <br />the City Engineer and subject to the requirements of all applicable codes, ordinances and <br />laws. <br />(e) All food establishments which maintain a kitchen or other facilities for the <br />preparation of food shall be required to have a 1,000-gallon capacity grease trap (grease <br />interceptor). Such grease trap shall be installed at least ten feet from the building wherein <br />the food is prepared, and such grease trap shall be cleaned and maintained to the <br />satisfaction of the Service Director, evidence of such cleaning to be exhibited to a member <br />of the Service Department upon request and further grease, oil and sand interceptors shall <br />be provided when, in the opinion of the Service Director, they are necessary for the <br />proper handling of liquid wastes containing grease in excessive amounts, or any <br />flammable wastes, sand and other harmful ingredients, except that such interceptors shall <br />not be required for private living quarters or dwelling units. All interceptors shall be of a <br />type and capacity approved by the Service Director, and shall be located as to be readily <br />accessible for cleaning and inspection. Alternative size and location conditions may be <br />approved, but only if in conformance to the Ohio Plumbing Code. <br />Grease and oil interceptors shall be constructed of impervious materials capable of <br />withstanding abrupt and extreme changes in temperature. They shall be of substantial <br />construction, watertight and equipped with easily removable covers which, when bolted in <br />place, shall be gastight and watertight. <br />Where installed, all grease, oil and sand interceptors shall be maintained by the owner, at <br />his expense, in continuously efficient operation at all times. <br />(f) Where preliminary treatment or flow-equalizing facilities are provided for <br />any waters or wastes, they shall be maintained continuously m satisfactory and effective <br />operation by the owner at his expense to the approval of the Service Director. <br />(g) Each person discharging industrial wastes into a public sewer shall <br />construct and maintain one or more control manholes or access points to facilitate <br />observation, measurement and sampling of his wastes, including domestic sewage. <br />(1) Control manholes or access facilities shall be located and built in a <br />manner acceptable to the Service Director. If ineasuring devices are <br />to be permanently installed they shall be of a type acceptable to the <br />Service Director. <br />(2) Control manholes, access facilities and related equipment shall be <br />installed by the person discharging the waste, at his expense, and <br />shall be maintained by him so as to be in safe condition, accessible <br />and in proper operating condition at all times. Plans for the <br />installation of the control manholes or access facilities and related <br />equipment shall be approved by the City Engineer prior to the <br />'
