<br />(1) Industrial cooling water or unpolluted processed waters may be
<br />discharged, on approval of the City Engmeer, to a storm sewer or
<br />natural outlet.
<br />(2) Roof runoff is required to be directed by a downspout or roof drain
<br />away from a building by means of underground storm sewer piping.
<br />Such storm sewer piping shall be constructed in accordance with
<br />standards set by the City Engineer and shall discharge to a storm
<br />sewer. In the event that a storm sewer is not readily available, as
<br />determined by the City Engineer, to serve storm sewer piping for
<br />roof runoff, then such roof runoff may be discharged by
<br />underground storm sewer piping to a ditch or stream or to a
<br />leaching bed designed and constructed in accordance with standards
<br />set by the City Engineer. Splash blocks may only be used when
<br />authorized under the provisions of Section 911.19, or for small roof
<br />areas such as sheds or garages accessory to existing single family
<br />residences when approved by the City Engineer, and no water is
<br />allowed to drain onto adjacent property, accumulate in depressions
<br />or otherwise become a public hazard or nuisance.
<br />(c) No person shall discharge or cause to be discharged any of the following
<br />described waters or wastes into any public sewers:
<br />(1) Any wastewater having a temperature which will inhibit biological
<br /> activity in the POTW treatment plant resulting in interference; but
<br /> in no case, wastewater with a temperature at the introduction into
<br /> the POTW which exceeds forty degrees Centigrade, 104 degrees
<br /> Fahrenheit.
<br />(2) Any gasoline, benzene, naphtha, fuel oil or other flammable or
<br /> explosive liquids, solids or gases which by reason of their nature or
<br /> quantity are or may be sufficient, either alone or by interaction, to
<br /> cause fire or explosion or be injurious in any other way to the
<br /> operation of the POTW. Under no circumstances shall the
<br /> flashpoint of any discharge be less than 140 degrees Fahrenheit or
<br /> sixty degrees Centigrade as measured using the closed cup test
<br /> method specified in 40 CFR 261.21.
<br />(3) Any discharge of petroleum oil, nonbiodegradeable cutting oil or
<br /> products of mineral oil origin in amounts that can cause interference
<br /> or pass through; but in no case, water or wastes containing free oils,
<br /> emulsified oils and grease exceeding an average of 100 4-99 ?59
<br /> parts per million or 833 833 2-ASS pounds per million gallons, of
<br /> ether soluble matter.
<br />(4) Any waters or wastes containing toxic or poisonous solids, liquids
<br /> or gases in sufficient quantity, either singly or by interaction with
<br /> other quantity, either singly or by interaction with other wastes, to
<br /> injury or interfere with any sewage treatment process, constitute a
<br /> hazard to humans or animals, create a public nuisance or create any
<br /> hazard in the receiving waters of the sewage treatment plant,
<br /> including cyanides.
<br />(5) Any garbage that has not been properly shredded. The installation
<br /> and operation of any garbage grinder equipped with a motor of
<br /> three-fourths horsepower, 0.76 hp metric, or greater shall be subject
<br /> to the review and approval of the Building Commissioner.
<br />(6) Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags,
<br /> feathers, tar plastics, wood paunch, manure, hair and fleshings,
<br /> entrails, lime slurry, lime residues, chemical residues, pamt
