<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2007 - 40 <br />By: Mayor O'Grady <br />A RESOL UTION PRO CLAIMING MA Y 7`h AS AIDS ORPHANS DA Y IN <br />THE CITY OF NORTH OLMSTED, OHIO AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the AIDS pandemic is relentlessly gaining ground, leaving millions of <br />victims in its wake and orphaning a new child every fifteen (15) seconds. Children who have <br />been orphaned or rendered vulnerable to AIDS are among the most fragile children on the planet; <br />and <br />WHEREAS, Twenty-five (25) years into the AIDS epidemic, it is estimated that 2.3 <br />million children under fifteen (15) years old are infected with HN. An estimated 530,000 <br />children were newly infected with HIV in 2006, mainly through mother-to-child transmission. <br />Without treatment, one of two infected infants will die before age two (2); and <br />WHEREAS, the AIDS orphans' crisis is a humanitarian, economic, social, and secuxity <br />challenge that our global society must address; and <br />WHEREAS, AIDS orphans don't vote. They do not have a voice. Therefore, we must be <br />the voice for the 15 million AIDS orphans in the world today through this large-scale and <br />sustainable political effort; and <br />WHEREAS, World AIDS Orphans Day contributes to raising public awareness about the <br />plight of these children as we work to end this crisis; and <br />WHEREAS, elected officials, guarantors of the Rights of the Child in their respective <br />districts, can commit their constituencies to respecting the rights of these most vulnerable <br />children. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor and Council of the City of North Olmsted, on behalf of <br />the entire North Olmsted community, do hereby proclaim May 7th as AIDS Orphans Day, and <br />further invite all North Olmsted citizens to support this world solidarity collation. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately due to <br />timeliness; and further provided it receives the affirmative vote of two-thirds of all members of <br />Council, it shall take effect and be in force immediately upon its passage and approval by the <br />Mayor. <br />
