<br />(23) "Day-care center (nursery school)" means a facility for the care of <br />preschool children. <br />(24) "Dedication" means the transfer of land or an interest in land (for <br />example, a right of way or easement) by its owner to public ownership, to be used <br />for a public puipose. <br />(25) "Deed" means a written instrument by which the owner of real estate <br />(grantor) conveys his land, or an interest in his land, to another (grantee). <br />(26) "Density" means a ratio of population, residential units or floor area of <br />development to a unit of land area. <br />(27) "Design continuity" means a principle of design wherein one or more <br />elements within the natural or man-made environment provide a unifying or <br />connecting feature for a particular setting. <br />(28) "Design review" means the mandatory submission of a site or building <br />design for review by a design review body (Architectural Review Board) <br />constituted to comment or make recommendations on the design or to grant <br />approval. <br />(29) "Design standards" means a set of guidelines defining parameters to be <br />followed in the design of a building or development. <br />(30) "Developer" means a person who commences proceedings under this <br />Code to effect the development or redevelopment of land for himself or for <br />another. <br />(31) "Development" means a planning or construction project involving <br />substantial property improvement and, usually change of land use character <br />within the site. <br />(32) "Development area" means a parcel or parcels of land not less than the <br />minimum area of land permitted by this Code to be developed by a single owner <br />or a group of owners, acting jointly, which may consist of a parcel or assembled <br />parcels, and includes a related group of dwellings or other structures planned and <br />developed as an entity under the development procedures of this Code. <br />(33) "Drive-In facilities" means commercial enterprises that permit the <br />consumer to do business without leaving his car. <br />(34) "Easement" means an interest in or right of use over the land of another. <br />(35) "Elevation" means: <br />A. A scale drawing of the view of one side of a building or structure <br />that indicates location and dimensions of doors and windows, floor-to-floor <br />heights and the final grade level of the ground adjacent to the building in relation <br />to the floor level. Elevations generally show the types of wall finishes--such as <br />wood, stone, brick, metal and glass--and architectural details, such as style of <br />doors, windows and exterior stairs; and <br />B. The altitude above sea level. <br />(36) "Engineer" means the City Engineer. <br />(37) "Family" means one or more persons occupying a premises and living as <br />a single housekeeping unit, whether or not related to each other by birth or <br />marriage. <br />(38) "Fast-food restaurant" means restaurants that provide a menu of low- <br />priced, pre-prepared foods that customers may consume on the premises or take <br />with them. <br />(39) "Game room or amusement arcade" means a place of business wherein a <br />building or any part of a building has more than two mechanical amusement <br />devices which are used for the purpose of public entertainment through the <br />operation, use or play of any amusement device which is operated by placing <br />therein any coin, plate, disc, plug, key ar token of value, or by the payment of a <br />fee. <br />
