<br />A RESOLUTION SUPPORTING THE NORTH OLMSTED MUNICIPAL
<br />BUS LINE ("NOMBL') AND URGING THE GREATER CLEVELAND
<br />REGIONAL TRANSIT AUTHORITY ("GCRTA') BOARD OF TRUSTEES
<br />TO EXTEND AND CONTINUE THE LONG-STANDING RELATIONSHIPS
<br />BETWEEN NOMBL AND GCRTA, AND THE MAPLE HEIGHTS BUS LINE
<br />AND GCRTA, WHICH HAVE SO WELL SERVED THE BUS TRANSIT
<br />NEEDS OF THE WESTERN AND EASTERN SUBURBS OF CUYAHOGA
<br />COUNTY FOR ALMOST THIRTY (30) YEARS, AND DECLARING AN
<br />EMERGENCY.
<br />WHEREAS, the North Olmsted Municipal Bus Line ("NOMBL"), is the oldest
<br />municipally-owned and operated bus line in Ohio, having continually provided suburban bus
<br />service in the western suburbs of Cuyahoga County since 1931; and
<br />WHEREAS, the suburban bus service delivered by NOMBL and its bus operators to the
<br />general public over these many years has been excellent and has set the standard for bus
<br />transportation service in Cuyahoga County; and
<br />WHEREAS, the City of Maple Heights also owns and operates a bus line that provides
<br />residents in the eastern suburbs of Cuyahoga County with excellent bus service; and
<br />WHEREAS, the Greater Cleveland Regional Transit Authority ("GCRTA"), in
<br />recognition of the excellent suburban bus service provided by NOMBL and the Maple Heights
<br />Bus Line, and in recognition of its own obligation to provide for the bus transit needs of the
<br />suburban areas of Cuyahoga County, Ohio, has, since 1975, entered into a series of operating
<br />agreements with NOMBL and the Maple Heights Bus Line, which have enabled these cities to
<br />continue to provide excellent suburban bus service to the residents of the western and eastern
<br />suburbs of Cuyahoga County, Ohio; and
<br />WHEREAS, this year GCRTA, like so many Ohio political subdivisions, including the
<br />cities of North Olmsted and Maple Heights, is facing budgetary difficulties characterized by flat
<br />revenues and increasing costs; and
<br />WHEREAS, in an apparent effort to lessen its own budgetary difficulties, GCRTA has
<br />recently proposed to North Olmsted and Maple Heights that each city must make substantial
<br />general fund subsidies to the operations of their own suburban bus lines or, in the alternative,
<br />agree to sell their suburban bus lines to GCRTA upon terms and conditions proposed by GCRTA
<br />management; and
<br />WHEREAS, GCRTA has presented the cities of North Olmsted and Maple Heights with
<br />what is truly a Hobson's choice, because neither city can afford to or properly should subsidize
<br />the operations of their suburban bus lines by diverting general fund revenues, that are currently
<br />being used for such vital local government services as police and fire protection, street repairs,
<br />and refuse collection, in order to help solve the current budget difficulties of GCRTA; and
