<br />Resolution No. 2004-193 <br />NOW THEREFORE, BE IT RESOLYED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor and the entire City Council of the City of North Olmsted <br />urge the Board of Trus±ees for the Greater Cleveland Regional Transit Authority ("GCRTA") to <br />consider and evaluate the current plans of GCRTA to require either substantial subsidies from or <br />the elimination of the North Olmsted ("NOMBL") and Maple Heights bus lines; to consider and <br />evaluate the negative impact that implementation of the current plans will have on the transit <br />needs of the western and eastern suburbs of Cuyahoga County at a time when GCRTA is <br />expending hundreds of millions of dollars to address the transit needs of downtown Cleveland; <br />and to finally consider and evaluate the adverse financial impact that implementation of such <br />plans will have upon the cities of North Olmsted and Maple Heights, which will be particularly <br />damaging because of the short and inadequate advance notice of such plans that GCRTA has <br />provided to North Olmsted and Maple Heights. <br />SECTION 2: That the Mayor and the entire City Council of the City of North Olmsted <br />further urge the Board of Trustees for the Greater Cleveland Regional Transit Authority <br />("GCRTA"), while it is so considering and evaluating its current plans, to delay implementation <br />of the current plans and agree to either extend or renew the operating agreements of the City of <br />North Olmsted and Maple Heights for a sufficient and reasonable period of time to conduct a full <br />and fair study to determine whether bus service to Cleveland's western and eastern suburbs will <br />be adversely affected by elimination of the NOMBL and Maple Heights bus lines, and whether <br />in fact GCRTA can effectively provide bus service in the suburban areas currently served by <br />NOMBL and the Maple Heights Bus Line better and more cost efficiently than the cities of <br />North Olmsted and Maple Heights; and for the further purpose to provide these two communities <br />with sufficient time to plan for the elimination of their suburban bus lines if in fact the study <br />reveals that GCRTA can provide bus service in the suburban areas currently served by NOMBL <br />and the Maple Heights Bus Line better and more cost efficiently than the cities of North Olmsted <br />and Maple Heights. <br />SECTION 3: That the Clerk of Council be, and hereby is, directed to forward a fully <br />attested copy of this Resolution to Ohio Members of Congress Dennis Kucinich and Stephanie <br />Tubbs Jones, Ohio Senators George Voinovich and Mike DeWine, State Senator Robert Spada, <br />State Representative Sally Conway Kilbane, Fairview Park Mayor Eileen Patton, Westlake <br />Mayor Dennis Clough, and each member of the Greater Cleveland Regional Transit Authority <br />Board of Trustees, urging all of them to become involved and take action regarding the current <br />GCRTA plan to eliminate the North Olmsted and Maple Heights bus lines, because of the <br />substantial adverse impact implementation of this plan will have upon suburban bus transit <br />service in the western and eastern suburbs of Cuyahoga County, and upon the general fund <br />budgets of the cities of North Olmsted and Maple Heights, Ohio. <br />SECTION 4: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />reason that it is necessary that this Resolution go into effect immediately so that the contents of <br />this Resolution may be timely communicated to appropriate federal and state officials before the <br />GCRTA takes action that may result in the elimination of NOMBL, and further provided it <br />receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be <br />in force immediately upon its passage and approval by the Mayor. <br />3 <br />
