SECTION 9: AUTHORITY TO SIGN: That the Mayor of said Municipality is hereby empowered and directed on behalf of the Municipality to enter into agreements with the County and ODOT necessary to complete the planning, engineering and construction of this improvement, including the agreement attached hereto as Exhibit A. 2. That the Mayor of said Municipality is hereby empowered and directed on behalf of the Municipality to make an application to the Cuyahoga County Board of Commissioners for approval to use County Motor Vehicle License Tax Funds for the improvement. SECTION 10: That it is found and determined that all formal actions of this Council concerning and relating to this legislation were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements including Article XV of the Charter of the City of North Olmsted. SECTION 11: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is necessary that this Ordinance go into effect immediately because of approaching County deadlines for cooperation and consent; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
