04-, <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2004 -121 <br />BY: Council Member McKay <br />A RESOLUTION EXPRESSING OPFOSITION TO THE DRAFT HEALTH <br />Ct1RE PRESERVATION PLAN PROFOSED BY OHIO PUBLIC EMPLOYEES <br />RETIREMENT SYSTEM, AND DECLARING AN EMERGENCY <br />WHEREAS, Ohio Public Employees Retirement System ("OPERS") has recently drafted a proposed health <br />care preservation plan ("HCPP") to preserve furiue health care benefits for retirees; and <br />WHEREAS, pursuant to HCPP draft, current retirees and current employees are negatively impacted; and <br />WHERF.AS, any and all changes made pursuant to the HCPP should not adversely impact any current <br />retirees or current employees, rather any changes should only be applied prospectively to all new hires. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, <br />CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: The Council of the City of North Olmsted wishes to express its opposition to the draft <br />HCPP proposed by OPERS with respect to the reduction of benefits to all current retirees and current employees and <br />urges the OPERS Retirement Board to not approve the draft HCPP to the extent that it provides for a reduction of <br />benefits to all current retirees and current employees. <br />SECTION 2: That the Clerk of Council be, and hereby is, directed to forvvard a copy of this Resolution to <br />the Speaker of the House of Representatives, Ohio Senator Robert F. Spada, Ohio House Representative Sally <br />Conway Kilbane and urge them to oppose the draft HCPP. The clerk is further authorized to forward a copy of this <br />Resolution to all cities in Cuyahoga County as an indication of the Council's urging for them to pass similar <br />legislation opposing the draft HCPP. <br />PASSED: <br />SECTION 3: That tlus Resolution is hereby declared to be an emergency measure immediately necessary <br />for the preservation of the public health, safery and welfare, and for the reason that it is necessary that this <br />Resolution go into effect immediately due to upcoming discussions on tlus matter, and further provided it receives <br />the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor. <br />AT"1'EST <br />BARBARA L.
