CITY OF NORTH OLMSTED RESOLUTION NO. 2004 -116 BY: Mayor Musial AN RESOLUTION AIITHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH VANTAGE McCANN, ING, TO PROVIDE THE CIVIL SERVICE COMMISSION WITH ENTRY LEVEL TESTING MATERIALS FOR A FIIZEFIGHTER/PARAMEDIC EXAMINATION, AND DECLARING AN EMERGENCY. WHEREAS, Vantage McCann, Inc., has, in response to solicitation from the Civil Service Commission, proposed to provide the City with testing materials for an entry level firefighter/paramedic examination at a cost of Two Thousand Seven Hundred Dollars ($2,700.00), subject to the City's acceptance of its confidentiality and security agreement; and R'HEREAS, the Civil Service Commission has received and reviewed several proposals from various testing companies and has recommended that this Council authorize the Mayor to enter into an Agreement with Vantage McCann (Minutes of Civil Service Commission dated May 24, 2004); and WHEREAS, because of the nature of the services being provided and the dollar amount involved, it is not legally necessary that this contract be either competitively bid in accordance with the provisions of the City Charter or subject to the City's formal RFP process; and WHEREAS, it is the desire of this Council, based upon the recommendation of the Civil Service Commission, to authorize the Mayor to enter into an Agreement with Vantage McCann to provide such testing materials at a cost of $2,700.00, and containing the said confidentiality restrictions; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO: SECTION l: That the Mayor, on behalf of the City of North Olmsted, be and he hereby is authorized to enter into an Agreement with Vantage McCann, Inc., to provide for testing materials for the Civil Service Commission to administer an entry level firefighter/paramedic examination, in the amount of Two Thousand Seven Hundred Dollars ($2,700.00). Further, that the Mayor be and he hereby is also authorized to accept and execute the Examination Security Agreement required by Vantage McCann to assure the confidentiality of its testing materials. Said Agreement shall be based upon the proposal attached to this legislation as Exhibit A, with such changes in form and suhstance that are not substantially adverse to the City and which are approved by the Director of Law.
