CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2004 -111 <br />BY: Mayor Musial. <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A <br />ONE-YEAR CONTRACT WITH LEXIS-NEXIS, A DIVlSlON OF REED <br />ELSEVIER INC., FOR THE PURPOSE OF PROVIDING INTERNET- <br />BASED LEGAL RESEAR CH SER VICES TO THE CITYLAW <br />DEPARTMENT, AND DECLARING AN EMERGENCI'. <br />WHEREAS, it is necessary that the City Law Department be provided with online <br />legal research services for the purposes of conducting legal research for and providing <br />legal counsel to the Mayor, Members of Council, Administrative Officials, and the <br />Boards and Commissions of the City; and <br />WHEREAS, there are two primary vendors available to provide said online <br />services to the City Law Department-West Law and Lexis-Nexis; and <br />WhTEREAS, the Directar of Law has obtained proposals from both vendors and <br />recommends that the City contract for said online research services with Lexis-Nexis, as <br />the best services at the most reasonable price; and <br />WHEREAS, this expenditure, being under $25,000 and not involving personal <br />services, is subject to neither the Charter's competitive bidding requirement nor the <br />City's RFP ordinance; and <br />N'HEREAS, in order to obtain said internet-based library services, Lexis-Nexis <br />requires that subscribers enter into a written contract which has a term of at least one <br />year; and <br />WHEREAS, under the City Charter, only the Mayor may execute written <br />contracts on behalf of the City; <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he hereby is authorized to enter into a <br />contract with Lexis-Nexis, a division of Reed Elsevier Inc., for the purpose of providing <br />Internet-Based Legal Research Services to the City of North Olmsted Law Department <br />for a one-year term. Said contract shall be in the form and substance of attached Exhibit
